Picard is an outsider, who is facilitating the transfer of power in the Klingon empire. That is what the role Arbiter of Succession refers to.

The earlier episode which you cannot recall the name of is, oddly enough, Reunion, the very episode which I was writing about above. The story continues in Redemption.
