Janeway i come to the conclusion seems to love to punish seven of nine, when seven does something intelligent like saving the ship from species 8472 or defending herself from a mans advances.

in prey, seven gets punished for what Saving the Fucking ass ship, species 8472 regenerated and fought the hirogen. seven made a military decision

I think it's more of an order thing, yes Seven might save the ship, but she breaks orders when doing it. Generally it's because Federation training gives a greater emphasis on Diplomatic methods, Seven's clearly are not, weighing lives against each other and such.

That's what Seven at least is supposed to be... and that might be why Janeway likes to punish Seven.
