It should be easy to asertain that Picard would know where the Duros faction was using as their main supply base. and as such simply blockaded the point of the border closest to Romulon space from there. Sela amost tipped her hand when she objected to the apparentally legal blockade. Objecting to a blockade implies that it is in your way somehow. Trufully for a blockade to work it has to be able to catch something. To be legal it simply has to be outside the legal juristriction of whomever you are blockading. A negotiated neutral zone is outside the juristriction of both the Klingons and the Romulons. Since this was the Klingon Romulon Neutral Zone a Federation Force could possibly blockade this area(since it is analogious to international waters) and the action be considered legal. Romulons passing into Klingon space could be seen as a voilation of the treaty and as such could be considered an act of war. It is unsure if the Romulon government was backing Sela at this time but it was clearly not objecting to the action.Ted C wrote:So a good hypothesis would be that the Romulan ships had to cross the border at impulse speeds in order to avoid detection by Klingon border posts. At sublight speeds, it could take them hours or days to fly around even the small "net" that Picard's fleet was able to create. That would explain why they didn't even consider it.
The question of how Picard was able to know what particular point on the Klingon border to blockade is still unanswered, though. However, if the Romulans are keeping their warp speed low to avoid detection even on their side of the border, they might need to take the shortest path from their space to a Duras-controlled world in Klingon space in order to arrive in a reasonable amount of time.
