Based on those pictures... Mystique.

Otherwise, it's impossible to tell. Every artist draws them differently. There also is a lack of visual distinction between the characters on average.

All comic heroines have basically the same perfect body, and they're all devoid of blemishes or unusual facial features. I can't see how anyone could possibly interpret one to be any hotter than the next.

Now, if the question is the movie X-men, you might be able to argue the point. Rebecca Romaine-Stamos against Halle Berry is ... welll ... I'm visualizing hot lesbian action. Oh yeah ...
For a time, I considered sparing your wretched little planet Cybertron.
But now, you shall witnesss ... its dismemberment!

Then it is based on face/hair.

More like massive lesbian orgy scene. Especially considering who is in X2.

My hero. :P
In my talons, I shape clay, crafting life forms as I please. If I wish, I can smash it all. Around me is a burgeoning empire of steel. From my throne room, lines of power careen into the skies of Earth. My whims will become lightning bolts that raze the mounds of humanity. Out of chaos, they will run and whimper, praying for me to end their tedious anarchy. I am drunk with this vision. God: the title suits me well.

Can I refute with pics of Raven of the Titans (later years), Kitty Pryde, or Rachel Summers?

all of whom have been like rather flat compared to their counterparts.

I pick Calvin Rankin, the Mimic. He dupes both Mystique's and Madrox's powers. Not only do I get whatever chicks I want thanks to Mystique's powers, I can give her a swift spank on the ass and make more chicks thanks to Madrox.

I've already spent way too much time thinking about this.

WHO ARE YOU TO JUDGE?! YOU DON'T KNOW ME!!

"Seriously" though, what do I care about the internal life of my brand-new fucktoy as long as the body's close enough to female for my purposes? This just means s/he won't expect me to make up any bullshit about how I still respect he/r and will call first thing tomorrow.

It depends on the artist. Some draw them bigger than others. Hell, that's why I hate Jim Lee's art. He gives them massive melons to match the monstrous muscles on the males.

I liked Jim Lee's rendition of Psylocke the best. However, with very few exceptions, Jean Grey was a hottie no matter who was drawing her.

Storm, IMO, given these pics, closely followed by Jean Grey and Psylocke, then Mystique and Rogue.
