I don't recognize the name but that doesn't mean it wasn't covered in the first couple post series DS9 books.
Avatar I and Avatar II are both very good and set up what would have been a cool direction for the series to go. After that some of the books are good some are okay. I don't recall any sucking ass outright.

I forgot about Eddington, who defected much later into DS9, but i did mention Siskos friend.
