Why is this Vulcan the most hated member of the VC (No, I'm not talking about the Vietcong; rather the Vulcan Command) and he has done everything to try to postpone or stop the NX-mission. What is his stake in all of this.
Well, the simplest answer is that he doesn't like humans and has no faith in them.
But the more complex and fascinating answer is this, my friends:
I submit to this group that Soval is wary of hummanity for one simple reason, or rather a conflict several years away.
Yes friends, I'm talking about the Earth-Romulan Wars.
Recall thhat The aftermath of the war with the Romulans will lead to the founding of the FederationIn effect, it will change this quadrant forever. For the first time, the Vulcans will not be orchestrating the alliances, treaties, Vulcan-friendly governments (Ex: Coridan), etc. It’ll be everyone from Humans to Andorians and so forth. The Alpha Quadrant will be united in celebration at the Federation’s birth.
But also bear in mind that are those on Vulcan who will refuse to abide by Federation law. In fact, it will be another century before a Vulcan actually enters Starfleet, one Spock by name.
Thus, I believe that Soval is trying to stop the NX-mission in order to preven the E-R War and derail the foudning of the UFP all to keep the Vulcans in power.

Just playing devil's advocate here, but perhaps that's why, against all evidence to the contrary, Vulcans insist that time travel is impossible: they have some sort of access to it.
