The Voyager Survival Theory
Aside from bad writing that is.
Voyager has a consistent history of surviving shit it isn't supposed to, here's my take on why:
Reasonably early in the series(back when the Vedians were a semi-regular threat), the ship was duplicated in a bizarre accident, and overlaid on top of itself. During the course of the episode, the one ship self-destructed after being boarded by Vedian attackers, leaving a duplicate unharmed.
My half-assed hypothesis is that this incident left the surviving Voyager mostly out of phase with this reality somehow, so that the energy delivered by various people who should have stomped them(most notably the Borg and Species 8472) was vastly diminished in its effect upon the ship.

A similar accident renders Voyager's infinite possible-alternates overlaid on each other, resulting that, no matter how bad it gets, if there's a sliver of a chance it'll get through, it'll get through by sheer brute-force odds.

I like this idea for a few reasons
It makes the Borg powerful again.
Think about it. They didn't destroy Voyager because there weapons were having a far, far less effect on it. They didn't assimilate it for fear of losing this apparent 'technology' and were probably studying it
We all know how Phasing and Frequency fuck up the Borg (cough, specific frequency vulnerablity cough), so that explains why Voyager was able to go Head to Head with a Tacticle cube. The Borg weapons where not having an effect on it because they couldn't line up with Voyager's 'phased state', and Voyager state made the Borg more vulnerable to there attacks.
It explains alot of stupidity they came up with on Voyager. There brains were being warped by being Phased!
You know, this explaination could actually be worked into something usable.
Problem is, it kinda makes B&B look good.
Well, that's okay, Enterprise is making them look REALLY REALLY BAD so we can forgive it

Ahem, Killing Game Pt 1 and 2. Voyager was overwhelmed by Hirogen ships far less advanced than the Borg.
Voyager summed up in 1 quote:

Voyager is of questionable canonicity anyway: we choose to allow the copyright holder to dictate canon rather than the creator, even when the former has no influence over the latter and vice versa. Roddenberry never would have approved of half the shit in Voyager (or DS9 for that matter) if he had any say over it.
