The Caliph cannot sign any treaty restricting the use of weapons of mass destruction, particularly with the inclusion of the final clause allowing extenuating circumstances. He asks why any nation would go to war at all over a matter that was not a matter of national safety. We are not like the barbarian men of the 20th and 21st centuries to go to war over anything that is not of the utmost importance; the Caliph hopes that the same can be said of the other races of this galaxy.
He does note, however, that we would not use such weapons unless it was necessary. What objective could a war have but to protect the home, to bring new territory into the nation, and to open the world of faith to new populations? All of these things would be jeoparadized by frivolous use of weapons of mass destruction.

With the current state of affairs, the Draconis Republic accepts such a treaty.
So you accept our mutual defense treaty???
good, let us begin negotiations immediatly
Very well.
Firsst provision being that if one is attacked, the other will come to their aid, if the treaty iss envoked.
The Second being that we train in joint maneuvers so that our ships will be better coordinated in battle.
Agreed, shall we set the first joint exercise up for next month?

We do not understand the Federation's stance. The state of the sector is fine! we are in an unprecedented age- contact is being made between the specues of the galaxy. Never before has there been such opportunity!

Hardly, we know what you for those who do not share a common code. Be warned, once the eggs hatch you will not impose your will on anyone.

You will see Varathraxian. Security prevents us from revealing just how far our knowledge goes.

And yet as we stand hear in a diplomatic function if is you who threaten me with violence. You action speaks louder then my words. Your sapient intentions are clearer then ever. It is a shame that you have now drawn another species into its own demise. But then such things are well known in the history of your kind.
