The Caliph cannot sign any treaty restricting the use of weapons of mass destruction, particularly with the inclusion of the final clause allowing extenuating circumstances. He asks why any nation would go to war at all over a matter that was not a matter of national safety. We are not like the barbarian men of the 20th and 21st centuries to go to war over anything that is not of the utmost importance; the Caliph hopes that the same can be said of the other races of this galaxy.

He does note, however, that we would not use such weapons unless it was necessary. What objective could a war have but to protect the home, to bring new territory into the nation, and to open the world of faith to new populations? All of these things would be jeoparadized by frivolous use of weapons of mass destruction.
