The Borg queen
If the Borg queen was killed in First Contact how come she is back in Voyager ?

The Borg Queen is a compact, mobile version of the Borg Vinculum with personality. Every Borg vessel has a Vinculum. Borg Queens are for specialized purposes.

One of these devices was found by Voyager in a Borg debris field (ref STVOY "Infinite Regress"). According to Seven of Nine, every Borg vessel is equipped with one. It "brings order to chaos" (how the Queen described her function). Seven elaborated further by telling the Voyager crew the device was responsible for purging "irrelevent thoughts and data", only retaining and utilizing that which is useful to the Collective.

You misunderstand. A member of Species 125 became a template for the Borg Queen, not a matter of Species 125 specifically being used as Borg Queen sources. Perhaps that species' biology is best suited to the extreme...umm modification that entails becomming a Borg queen: while the basic anatomy of the average drone is left more or less intact after assimilaton (body parts like eyes and limbs are sometimes removed in favor of prosthetic parts, but none of these parts are actually vital to the body's survival), meanwhile the Queen is almost entirely artificial. Maybe Species 125 was the only species the Borg assimilated whose biological tissue can survive with so much of the original body removed?It still begs the question, why is that species the template?

I always thought the Queen was something an avatar for the collective. She's both more and less alive than an individual drone--she acts like she has a personality because the collective, as a whole, has a personality, but unlike a drone, she doesn't even have a spark of suppressed individual identity, since she was constructed expressly to be an avatar. This makes her different from Locutus, an individual assimiliated and given a distinct role within the collective for a special, one-time purpose.
