I'm going with Enterprise, but only because Voyager actually held my interest long enough for me to want to see the end of it - despite what they did to the Borg and my real disgust with the show by the time it reached series 7, I still watched it, because I wanted to see how it ended. Enterprise did nothing to get me interested enough to keep watching, so I stopped, there's no excuse for major teething troubles as it's not as if it's a fresh start like in TNG, the plots were simply dull, the characters not good enough to make me want to see how they got on.
Even at the start of DS9, Sisko, Obrien, Kira, they all kept me watching. The start of Voyager a handful of reasonable characters, although to be fair, I can't actually name a favourite character like I can with DS9. After the first series of ENT, I didnt like any of them, I found Archer and Trip annoying, Malcolm too stereotypically british and too close to bashir, phlox was ok, hoshi was fine, and Tpol was too much like titsandarse territory.
Maybe if I picked up Enterprise now, it would grip me better as they got settled into their characters - but the first season really didnt get me interested.
Which is worse ?

Voyager had the Doctor. He was an interesting character, even if everything else was shit.
Enterprise has... uh... Well, it had Dean Stockwell in one episode.

Both are pretty shitty, but Enterprise is starting to shape up a little and as long as they dont screw it up it might make up for the three craptacular seasons it made. Voyager on the other hand, was a complete disaster and they never recovered from the blow they caused themselves from fucking up the Borg

Enterprise easily. The Nazi story arc was when ST reached its absolute low point as a franchise. The Shadow wrote:Ok Voyager and Enterprise are considered the least good of all Trek shows. Which do you think is worse ?
In terms of Voyager, there are several good espisodes that come to mind:
*Author, Author -- The Dr. creates a holodeck program where people experience his perceived prejudice
*Blink of an Eye -- Voyager is trapped in the orbit of a planet where time is moving more quickly.
*One Small Step -- They are in an anamoly that has collected space relics to include the NASA mod. from a mars mission in the mid 2000's.
*Tinker Tenor, Dr. Spy -- Dr. is forced to pose as Janeway and other Voyager characters. It's actually more of a comic relief episode but I still really liked it.
*Lineage--Torres finds out she's pregnant. She realizes that her child is going to have ridges like herself and then wants to alter her DNA to change her appearance. (This episode delt with racism and DNA re-sequencing, very topical)
*Q2 -- Great comic relief Q episode where Q brings his son on board Voyager to learn morale lessons. John Delancy and Kate Mulgrew are personal friends in real life and this is one of my favorite episodes where they argue with each other. Class line in this Episode (Q pops in and suprises Janeway and his son after fooling them about his identity -- Quoting Q: "I wish you could see the look on your faces" (snaps fingers and mirror pops in their hands) "Oh, but now you can"))
*Frindship One -- Episode that delt with the early Federation sending out a probe and the affect it had on giving a society advanced technology.
*Equinox Parts I and II -- Voyager finds another Federation ship in space. Equinox is using an alien race as fuel to get home faster. In these two Episodes a whole bunch of social issues are touched upon. More importantly we find out that SF captains can be ruthless on occassion.
*Q and the Gray -- Q asks Janeway to father his child. Another bunch of great comic exchanges between Mulgrew and Delancy.
*Distant Origin -- Reptillian species evolved earlier on earth and left the planet. Another great episode because it essentially is exploring the power of 'doctrine' (exchange the word religion) can have on a society and blind people into ignoring the facts.
*Death Wish -- Q and Q2 come aboard. Q2 wants to committ sucide but the Q continium forbids it. Another great morality based episode about assisted suicide and the death penality. Great quote from Tuvok in this Episode to Q ... "how do you feel about a society that forbids suicide but practices capital punishment...." Q's response, "I'm fine with it"
In any case, I think there are many great Voyager Episodes and these are just a few as compared with only about 1 or 2 of Enterprise

You've actually got "The Q and the Gray" and not "Living Witness" on your list?

I HATED that episode!! I think it displayed everyone on the characters (except the Doctor) in a horrible light.*Author, Author -- The Dr. creates a holodeck program where people experience his perceived prejudice

All those are just fluff to me. Some better than others.*One Small Step -- They are in an anamoly that has collected space relics to include the NASA mod. from a mars mission in the mid 2000's.
