If I were improving the Galaxy class I would not make too great changes. Because then it would be better to build a Sovereign instead. Here what changes I think could improve the Galaxy without incurring a heavy refit cost.
- Upgrade all the torpedo launchers to quantum torpedo standards. According to Voyeger episode "Dreadnaught" this is a simple procedure. It could be done within hours.
- Fix the nacelle bug that destroyed the Enteprise-D in the alternate timeline in "Cause and Effect".
- Fix the warp core bug that destroyed the USS Yamato.
- Add a small fighter wing of TAC fighters.

I find that dubious. While Voyager could have been refitted to fire quantums in such an isolated predicament I think it's likely that the Intrepid-class was designed to fire quantums (only Voyager herself was supplied with photons - maybe it was cheaper, maybe the quantums hadn't been fully integrated into deployed forces yet, maybe higher profile vessels got them ahead of Voyager etc. At the very least, quantums may have been seen as overkill for Voyager's initial mission - which was to attack guerrilla forces operating out of 20 year old ship designs. I'm not sure about this one. Either construct a dedicated carrier vessel, or retrofit the Galaxy towards that design. The main problem with the GCS is it's multi-purpose functions which are somewhat disparate. You know, one episode it's an explorer, another it's conducting boring survey missions, other times it's conducting tense negotiations and "Show the flag!" type missions, other times it's fitted for battle, and again it's used as a transport ship. Simply put it does too many things all at once. The goal is not to make it a multirole starship but a specialised vessel. Leave transport up to the transports; survey missions to the smaller Oberths.- Add a small fighter wing of TAC fighters.

This is possible. While somewhat expensive, its cheaper then an outright design. However I would consider something else instead. Upgrading the current launchers might just incur outright replacement. Thats expensive. And outright replacement should not be considered when you could potentialy add launchers while keeping the old ones. I myself would replace both the bridge and captains yatch with Sovereign style Quantum launchers. Better torpedo coverage, fix the bridge (put it in the Battle section), and more launchers.- Upgrade all the torpedo launchers to quantum torpedo standards. i still like the idea of the massive uberphaser under the saucer section. It will be powered by all of the extra generators and capacators the ship will carry when you rip out the Starfleet Hilton Hotel and Day Spa.
