I believe DFTS is asking is there any precendence aside from a book that further clarifies this position.

Because as it stands one cannot use this as some reasoning to why Data displayed no emotion during the Nemesis movie but had access to it during Insurrection...since both are taken place during a similar time period of the Dominion war.

I'm not saying it is canon and as I have said before, I have little interest in the series.

This is what really happened:

Lore was marooned on Remus until found by Enterprise-E crews. Oddly, everybody got sudden amnesia about him, so they gave him a new name: B4.

Heh. Well, as to B-4's origin (rather, how Shinzon got a hold of him) can be found in the Tales of the Dominion War anthology.

And like Star Trek, HAL was reactivated in 2010: Odyssey Two. But unlike Star Trek, HAL and Discovery were physically destroyed shortly afterward.

indeed that is part of it. but he said in an earlier post that Data was property of Starfleet, but actuality he is not.
Also what planet was this that Starfleet supposedly sacrificed Picards career to? There seemed to be no real indication that Picard suffered any career hit in Nemesis. Janeway making Admiral over Picard is easily exp[lained by the fact that it would not be the first time Picard turned down a promotion to remain on the Enterprise, much like Riker did repeatedly.
And actually Starfleet was in a great posittion to wage war, especially against a single planet. With the Dominion War over and Starfleet was in full swing with the war machine, aside from the "peacenik" attitude that most of Starfleet has (which has been largely silenced during the Dominion War) what really stopped them? .

The planet was created for the books; Rashnar I believe. As I said, I've only barely followed the series and so that's all I recall about that planet.

You left out the part where he stuffed his chin and belly-coverings full of silicone for that "I've let myself go" look that's all the craze in Nemesis.
