As Starfleet that's in no position to wage war or to deal with secession from the UFP. Because as it stands one cannot use this as some reasoning to why Data displayed no emotion during the Nemesis movie but had access to it during Insurrection...since both are taken place during a similar time period of the Dominion war.

Also what planet was this that Starfleet supposedly sacrificed Picards career to? There seemed to be no real indication that Picard suffered any career hit in Nemesis. Janeway making Admiral over Picard is easily exp[lained by the fact that it would not be the first time Picard turned down a promotion to remain on the Enterprise, much like Riker did repeatedly.
And actually Starfleet was in a great posittion to wage war, especially against a single planet. With the Dominion War over and Starfleet was in full swing with the war machine, aside from the "peacenik" attitude that most of Starfleet has (which has been largely silenced during the Dominion War) what really stopped them? .
