I do not see why everyone is so freaked about the Maquis being given positiosn on the ship. Aside from a few of the trouble makers they 1)brought the crew #'s closer to the original count[remember about half of your crew was killed by the caretaker array, including the FO] 2) added greatly to the ships capabilities. 3) never tried to turn on the Feddies.
Why not let them join, you both have common goals to get home, Although at best Chakotay would have been 2nd officer and not have any real authority over any Federation crewmembers.
I would have taken a similar stance to Captain Ransom, do what is needed to get home with as few casualties as possible. I would have been more open to trading technology or even taking by force any needed technology to get home faster. If/when I came across the Ferengi guys they would have been dealt with much more harshly, killed probably to show the locals the error of the ways will lead to horrible death from above. The cloak idea mentioned is a great idea as since we are not in the AQ we are not even breaking the Treaty of Algeron.
If some how Seven of Nine ended up on Voyager and became de-borgified I would have tapped that ass, I mean come on wouldn't you?
I would have allowed species 8472 to tear up the Borg a bit longer and when I felt the Borg were weak enough for the rest of the galaxy to handle, then send S8472 packing. If at anypoint I felt that I needed more firepower than usual, I would have looked into illegal weapons systems(like the Sona possesed) after all we are out of the jurisdiction of the Federation. I would have also looked in to possibly capturing other ships to start a small fleet, strength in numbers after all. Other than that I can't really think of much right now.

first off, keep the Maquis crew. There simply aren't enough surviving Fed crewmen to keep an eye on the Maquis and run Voyager, and there aren't enough Maquis to take over.

The idea of having a cloaking device sounds good up front, but the power consumption makes it an emergency-use device for sneaking away from a vastly superior foe. I'd have one built, and if I needed to, I'd use it, but not unless it's absolutely neccesary. Treaty of Algeron keeps the Fed from using cloaks in the Alpha Quadrant, and even that went out the window later on.

I'd stick to a streamlined set of Starfleet Protocols, and I'd attempt trade with any friendlies out there. Preferably technology that won't comprimise the Federation later on.

Also find ways to boost defensive and offensive capabilities. Voy's stronger individually than most other DQ ships, but the usual DQ approach seems to revolve more around swarming than captial ship encounters.

When investigating anomolies (should be good for crew morale, as it gives them something outside of routine to do), play it a little safer than taking the ship inside. Also, don't investigate every single one, just what's on the way.

After Neelix outlived his usefulness as "guide to the Delta Quadrent" when Voyager was approaching the edge of the space he was familiar with, he wanted to leave the ship and hook up with one of his old buddies. He finally decided to stay, partly because Voyager's crew convinced him. This presents an obvious opportunity to get rid of him, since he will even leave willingly (especially if nudged a little), saving you the trouble (and moral dilemma) of disposing of him...

Unless included in the force sub is a map of all the local species and powers, their allies and enemies, technology level e.t.c., then yes, we keep him. Though we don't let him screw up as much as he did...

I would avoid all contact with DQ civilisations except when absolutely necessary and even then the contacts would be minimal. Sole priority would be to effect the ship's return to Federation homespace, so I also would search the database for all information concerning the Barzan wormhole and set all sensors to maximum scan for its profile. Any Kazon attack on my ship would be dealt with —harshly; as would any attack from the Vidians.

good question
well the crew of Voyager could be spread among another ship or two, but I do not imagine being able to capture that many ships. maybe I could hire some crew or tandem the ships until it was necessary to split them up. many of the ship functions could be automated in order to minimize the need for crew and just send routine maintainence crews by every so often just to check up on the systems. I mean how often do we see people just standing around in engineering or trying to come up with some new system or improve engine efficiency by .000003 %
just actually put the crew to work.

Hope to get to the Dominion in time to tell them everything I know about the war.

Tom Paris would have an 'accident'.

Expose Seska based on 'secret intelligence' which is also my reason why they should turn to the Gamma Quadrant.

Have a computer program ready to flood the entire ship with nerve gas while transporting me to a safe place that does not get poisoned. Which I will use when we get close to Dominion space or in case of an uprising. Of course this program is not stored in easy-to-find places...

Use that computer program if I get back to 20th century earth before reaching the Dominion. Blow up certain places from orbit, steal that timeship, try to do a better job then mr. Starling by capturing captain Braxton and forcing all info I need from him, alter the timeline in favor of the Dominion and urge them to commit genocide on the human and Ferengi race once they have taken a hold of the Alpha Quadrant, all of course after I let them alter my DNA to the point I no longer classify as human.

Then see if the Founders are a bit generous to me and I can have a rather good life as Dominion citizen or else I take my timeship and leave to have some adventure, if they let me leave that is.

Beam up Kazons from surface of planet, and harvest them as well. For that matter, whenever you can get away with it, use your transporters to abduct people, and go wild with the harvesting.

Sociopath boy, implanted with an explosive device in his skull, and put in charge of security. Tuvok, demoted to chicken soup machine technician.

Wait until the Borg are destroyed by 90210, then kill a dozen of their ships, causing them to shit their pants and run back to magical Lavalamp-Land.

Use any of a dozen methods to get home when the opportunity presents itself, but only after guaranteeing the destruction of the Borg.
