From what we've seen of Klingon law, if just about any Klingon warrior managed to get to Gowron's chamber and challenged him to a duel, he'd have almost no choice. It's considered dishonorable to not accept a duel.

Well, it was mentioned in a DS9 episode that one can only challange immediate superiors to duel for their position (which means a bottom-rung crewman can't challange the captain of the ship)...
