Maybe that is part of the Borg logic process. Maybe the Borg have determined that the entire Federation is worth no more than 1 cube. Basically that even if they conquer the Federation the use of more than one cube would be a net loss overall for the Borg on expenditure vs gain.
So they expend two cubes in sequence, lose them both, and gain nothing as opposed to sending two at once and getting something for the expenditure? Great plan there, Chief...
Well the first cube was most definitely lost as a fluke. Once that security issue was resolved the Borg dont have to fear losing one that way again. The second was lost as a direct result of the first one and Picard still being able to sense their communication network.
Neither time did the Federation straight out destroy their Cube through sheer firepower.
So if the Borg determine priority based on overall strength of the foe then neither time would it have been determined that more than 1 cube would be needed.

They left the Feds with 10 years to study their tactics against them.
They had Picard, they had experience with the Borg, and the Borg can and do send multiple cubes to weak civilizations that make the Federation look like the Galactic Empire. There's just no excuse for sending one cube the 2nd time.

As a thought: Maybe transwarp conduit travel doesn't come free. That is, maybe the Borg could not afford to send more than one cube at a time on that long a trip.
