I've noticed that the actor who plays Phlox (billingsley) has a mouth which, for some reason, is half paralyzed.

Did he have a stroke, or suffer from Bell's Palsy?

I found nothing on Google.

No, I've seen him on an episode of NYPDBlue as a cab driver and he's suffering the mouth palsy there as well.

I didn't notice any problems with his mouth when he was on Stargate.
