the only way the saucer could be made to cruise at any type of warp whatsoever is if it was detached during warp flight. Given that most battles aren't fought at warp speeds, that would be rather impractical.

I tend to look at the idea of saucer separation as something that seemed like a good idea at the time, but didn't pan out in reality. It's possible the idea was brand new when the Enterprise launched, since at the time only Galaxies did that. Over time, Starfleet may have reassessed the idea as they originally intended. Also, captains of Galaxy-class ships may not have been able to adjust to the new idea of saucer separation, or they may have gambled on winning battles with the help of the weapons on the saucer. Either way, this evolution calls the wisdom of bringing civilians into potentially dangerous situations into question.
