I don't think it was smoke. It was probably a half-assed attempt to make it look like the "warp" effects from TMP and the other Kirk movies. In Insurrection, it was gas from the nebulas in the Briar patch that they captured with the ramscoops to trail in front of the So'na ships so they could light itup.
