Infrequent posting is not a negative mark per se. There are some senators with rather low postcounts and (compared to most denizens) very infrequent postinghabits but whose contributions made their inclusion a no-brainer.

The initial composition of the Senate was limited in size preciesely to allow the Senate itself to decide how quickly to expand and who to include. For this reason, some people who in the opinion of Senators perhaps should have been included have not been, but that in itself is no mark against said persons.
Furthermore, the current rules of the Senate prevent the moderators and administrators from nominating new Senator candidates. We can still vote on the suitability of candidates nominated by Senators, but that must happen first, and we can't even suggest to Senators who perhaps would deserve Senatorship. If this were not the case, there would be a minimum of three more nominations on the table right now, if not more.
This is also the reason for the posts Red and Dalton made above. It's not that there's currently a shortage of deserving people, it's just that the people who think so either can't nominate them (the staff) or have already made their nominations (e.g. Ender and Connor).
I would also like to state the opinion that we should perhaps have a discussion thread for the nominations in addition to the actual nomination thread to avoid clutter. I'd split the discussion posts (such as this one) out of this thread, but I don't have mod privileges in the Senate beyond the ability to edit my own posts.
