I'm not opposed to adding such a thing. There was something like it in the early 2008 draft, but it got cut as not worth it.

As for sneak attacking stealth vessels, there is no perfect cloak. If a stealth vessel is maneuvering within weapons range it will be detected.

For reference, now that I'm home and on my PC, the current System Defenses rules replaced a trio of special rules early in development; here's the wiki revision before they were taken out.
Improved Sensor Networks(outdated)

For every fifty points invested, increase the C3 rating of all worlds by +1

Planetary Jamming Systems(outdated)

For every fifty points invested, increase the D of all worlds by +1. All worlds in a system stack together, so an investment of 100 points in a system with 4 worlds would give 8 extra D to any friendly fleet in system. This also interferes with enemy C3 as usual.

Orbital Weapons Platforms(outdated)

For every fifty points invested, increase the O of all worlds by +1. All worlds in a system stack together, so an investment of 100 points in a system with 4 worlds would give 8 extra O to any friendly fleet in system.
This was replaced with this:
System Defenses

You purchase system defenses with racial points, and they act as "free" ships. The defender may use these ships only during defensive actions. The ship's stats are 1+1X, where X is O, D, or C3. 100 pts buys 1 of these ships per planet point in that system. So a system with 25 pts of planets would get 25 of these ships. 200 points buys 2 per planet point, etc. These ships do not count as ships in your fleet, do not take maintenance, have no normal attack, and are replaced for free at the beginning of each turn. For every 100 racial points in system defenses, you can only use as many of these ships as a quarter the point value of normal ships in-system. That means a nation with 100 points in O system defenses, with 25 points of planets and 50 points of ships in system, would have the 100 point fleet plus 12 1+1O patrol boats. If they spend 200 racial points in this, then they would get the 50 pt fleet plus 25 patrol boats. If they spent 200 racials and have a 100-pt fleet in-system, then they get the full 50 patrol boats that the system has. So it only takes 100 points of normal ships in-system to get the full system defense bonus.
Naturally, since we took out two of the three specializations this uses, when I wrote the intermediate system we wound up voting on, I just made them 1 point patrol boats and called it a day, so what you were after was a casualty of the vote. That said, I'm happy to put Improved Sensor Networks back in (which stacks better than the other two anyway since planets have a native +1C3, to avoid "running silent" a whole fleet up to it). I'd also be more than happy to just go to the full rules if you want to have orbital platforms bristling with O weapons. ;)

I want my orbital gun platforms methinks. My Fleet can't be everywhere, and those ODP's should be plenty capable of stopping pirates and raiders beign an issue, especially around my border worlds.

Can I get on the map as the Great Khemplar State, or whatever version of that fits best ('Khemplari' would be the one-word version)? Anywhere is fine.

I'm still working on the profile/OOB, since the edit function is broken, but the preview is: Space Bird monarchy with a missing monarch a la Gondor, run in the interim by philospher-stewards working from basically a Aristotelian virtue ethics starting point.

I'm also fine with adding the extra system defense complexity back in.

On that subject - would the OWP national bonus simply add something with a base hull value instead of +1 O? The other two are far easier to transplant - C3 is already in the rules and D is basically J - but the third one is a little more difficult.

Also, Rogue - the link to the updated map above is to an older version; it's just got Endeavour, Nashtar and Orion on there plus some NPCs.

As for the bonus, System Defenses right now just has a base hull value instead, for that reason. If we add those things in for system defenses, though, we have to define them, and at that point there's no reason not to put them on ships. As much as I'd like that, I don't think it would be fair to do after we JUST had a week and a half of voting in which doing that was the clear loser.

Yeah, that's what I meant - basically use the same rules as now (spend NP -> get 1-point boats) but add the extra options (-> get J or -> get C3). If that makes sense.

Okay, updated map. https://imgur.com/tTuZowd I initially rolled the Great Khemplar State and the Sector in the exact same hex, which wouldn't do at all, so I re-rolled and got the exact same X and Y values but a different quadrant - which puts the Khemplari in Nashtar's front yard. I had considered extending my colonial worlds into that hex, but I guess I won't now. :lol: (And that's why we're placing all the capitals first.)

Is a high or a low realspace engine value better? I think I may be missing something; the rules say that "A fleet with a higher speed rating can dictate the terms of an engagement," but the examples given have a 1+10R ship with a speed rating of -4, and a 10+10R ship with a speed rating of 5.

Yes.

Improved Shipyards is proving super popular this time out. Last time we used this basic system I think I was one of the few to do it, and I'm pretty sure nobody spent 200 points on it. :lol:

There's honestly not a lot else to spend the nation points on; System Defenses aren't very powerful vs. mobile units and the espionage stats are pretty fluffy. I did pick up some Logistics, but I wasn't sure how useful Salvage would turn out to be.

Also, I didn't want to be the guy with the tiniest capital ships. :D

Yeah, looking back a bunch of people spent points on Improved Assimilation, which I cut because we never had a system for assimilation of conquered worlds to begin with and I couldn't come up with one that made any sense when I was writing the planetary invasion rules, so it wasn't really doing anything.

Also, Active Defenses doesn't exist in this iteration, and the ability to just soak damage trends away from concentrating everything in 70 point battlewagons, so there's that too.

Yes and no - my read is that fewer large units work better if you have Improved Logistics, since the can't-self-repair threshold is higher.
