What if it's the other way around? Prior to the sequel trilogy, the First Order apparently put at least some effort into concealing their military strength and downplaying their relationship to the Empire.

Maybe Snoke liked how the factory looked and decided to adopt it as the First Order insignia because they couldn't use the old Imperial crest without triggering a premature war with the New Republic.
