Self Signed Certificates.

Using Windows 2008 R2 Enterprise Server with a Windows 7 64-bit Client my friend is having trouble getting his Root Certificate into the Trusted Root Certificate Authority Store.
This is what he said,
"When trying to install Root Certificate Authority Certificate, I am getting an operation cancelled by user message."
Any ideas? I'm out at this point. My certificates work, and I am doing the exact same things.
