Medical experimentation on holograms

In the TNG era, they make note of not testing medications and such on animals, considering that a barbaric part of their past. Is this because of medical experimentation on holograms? In "Nothing Human", the Doctor is able to have exploratory surgery using a hologram version of an alien to try and figure out it's anatomy, do they do the same with holographic patients for other types of surgeries?

What about medications? What about other procedures? What would this mean for medical results?

They should be able to use transporter data to get exceedingly accurate medical models of pretty much any lifeform. They can then use that for a variety of tests and experiments which should include holographic practice surgeries as well as holographic overlays with detailed notation to help the surgeon operate.
