A strange thing

I was watching the Voyager episode "Pathfinder," and at the end, the Doctor mentions looking up the files on Reg Barclay. Additionally, I remember seeing the episode about the Millenium Gate, and a scene aboard Voyager has them mentioning no records of Janeway's ancestor. I must know, why would a vessel carry such superflous information?

As a plot device in order to spur a character development story.
