Because they hadn't written TLJ yet and didn't know they had a fleet. For that matter, how did the FO know to target D'Qar? I meant in-universe (obviously). IIRC the Resistance sent a recon ship to find Starkiller base and the FO tracked them back to D'Qar.

The Terminator in T1 (and Kyle Reese) arrived in an already altered timeline in which Westinghouse never released the Phased Plasma rifle in, or before, 1984.
