That isn't a problem. Psyker hunting and psychic powers in general is part of Hereticus's bag and mutation is both the business of the Hereticus and the Malleus (especially if caused by warp exposure).

Indeed. In truth, Inquisitors - even the ones who belong to a particular Ordos, have a duty to have knowledge of and to act on any potential threats to the Imperium - I mean look at Ravenor - Ordo Xenos yet his series focuses on hunting down heretics and Chaos cultists and stopping a daemon. It also helps that some of those activities can actually overlap - you might have chaos worshipping aliens, or aliens who are promoting mutation or heresy, etc.

That doesn't even include the occasional headhunting for talent one Ordos does to another (transfers from one Ordos to another, whilst rare, are not unheard of, and it probably makes sense that Hereticus would have someone knowledgable on Xenos and Malleus matters, and vice versa.
