Its 1862 in the United States and war rages between north and south. However, two new forces are added to the mix from ahead in the Timeline, two foes from an even bloodier war yet to come and poised to destroy each other, those of Nazi Germany and the USSR of the Great Patriotic War.

The Soviet forces are dropped into Iowa. Their forces are composed of the following units...
*Two infantry divisions at full strength (1944 equipment) with American made trucks for logistics
*25 Il-2 Sturmoviks
*30 T-34 Tanks
*two million liters of fuel
*A factory complex capable of producing munitions, small arms (15,000 rifles and 15,000 ppsh-41s, 5,000 TT-30s and 2,000 Degtyaryov per year), spare parts for the vehicles, agricultural equipment, machine tools and propaganda. Has a bunch of books of engineering on hand. Has several AA emplacements and is operated by loyal workers and engineers.
*A set of Collective Farms to provide for their needs for foodstuff
*A Coal Mine to fuel their industry, as well as a few months supply of coal already extracted.

The Nazis are dropped in Texas, they have the following equipment
*Two Infantry Divisions of the Waffen SS (1944 equipment)
*40 Stukas
*30 Panzer-IVs
*one million liters of fuel and a supply of coal to keep their facilities working for a year
*A factory complex capable of producing munitions, small arms (15,000 rifles, 15,000 MP-42s, 1,500 MG 42s, 5,000 Walther P38s and 3,000 Sturmgewehrs per year), spare parts for the vehicles, agricultural equipment, machine tools and propaganda. Has a bunch of books of engineering on hand. Has several AA emplacements in flak towers and is operated by loyal workers and engineers.
*A set of farms to provide for their agricultural needs.
*A small scale oil refinery and some mobile drilling gear.

The objective of each one of these two forces is to promote their ideology, destroy the other and to see either the Union (in the case of the soviets) or the Confederacy (in the case of the nazis) to victory. All of these soldiers can speak English.

Who wins and what happens?

Need's more specifics!
What kind of T-34's, the Model 1940s or the L43's produced after years of battlefield experience? Which IL2s and Stukas, loadout makes a big difference as 40 Kannonvogels would be mostly useless as there are few tanks to push and they are mostly useless against ground targets except strafing. Same thing with the Panzer IV's there were several models (A,C,D,F, F2, G,H,J) of which the early models are better suited to mowing down those damn Yankees but the later models won't instantly die when facing a T-34.

If the forces instantly become friendly with the natives I'm going to give this to the Soviets since they can using the railroads to carry sufficient troops east to Washington DC much faster than the Germans can get forces to Richmond and whoever gets their forces their first can assault the others Capital soonest and considering the tech gap stand a good chance of catching the entire Federal/ or Rebel government with their pants down and capture/kill them.

German infantry divisions even at the reduced 1944 strength are a lot stronger then Soviet rifle divisions. Also why do the Germans get more aircraft and more small arms production? Even allowing for the Il-2 being heavier its a huge advantage. The way this is setup the German force is unquestionably stronger with a stronger industrial base. The union blockade will be broken rapidly as well, evening up even the innate disparity of Southern vs. Northern economic resources.

The Union force would be able to reach Virginia sooner, but after a month or so they'd face opposition from the Southern modern tech and I don't see them crushing the rebellion quickly enough to exploit this unless the south just falls apart politically.

Well the North did have a considerable advantage over the south in terms of manpower and industry.

If this war has a happy ending, it would end with all the Nazis, Confederates, and Union in gulags.
