Well Cartwright did mellow in his later years. He opened that Creole dinner and changed his name to Sisko to avoid attention.

Well, wouldn't after the Dominion War, the death of Gowron, the heavy losses from a civil war, an invasion of Cardassia, a war with the Dominion and Martok in charge mean that for the foreseeable future, the Klingons best bet would be to play nice with the Federation? Or would that stop once they built up their strength again?

That is what appears happened after Praxis. The Klingons were indebted to the Federation, 50 years later they are in better shape start aggressive posturing.

Though the fact that Romulans are no longer reclusive might bind the Klingons to the Feds.

The fact that Martok had forged strong relationships with the Federation and Starfleet also factored in. The need to rebuild and bring new resources into the post-war fold is also the catalyst for the Star Trek: IKS Gorkon books.

Keep in mind Martok is already getting on in years. Also If I remember correctly he is a political outsider.

Which in the DS9 relaunch and other books, has caused him problems. He had to put down a coup attempt alone during his return to homeworld.
