Blue ink costs more. It requires more colors of ink, more printing plates, etc. With the old fashioned print shop I worked at, you could decrease the cost of your purchase of a large printing run if you only used 1 or 2 out of the 3-4 color bases (RGB or CMYK).
Edit: Gah! I'm probably wrong. It looks as though it may have just been the art style of the time.
