Nothing is going wrong. It's the Troll oil production platform in the process of being towed to its operating site. The Troll was only lightly ballasted during transit and stuck out of the water by a few hundred feet--as in, it was
extremely obvious to anyone in the area--but once on site was ballasted down such that much less of its superstructure was visible.
The message to the bridge-dwelling type of troll is that they should try a little harder to hide.
