Arch-Light strikes need lots and lots of conventional bombers, I don't have access to those, my air force is Fighter/Bomber heavy. I can still put 550,000 pounds of explosives on target, but can't do so for long because my carrier only carries so much bombs. Which is why I can skip that by using C-130's to drop MOAB's and my Tu-160's to drop FOAB.

I don't see America going around and blowing up WMD weapon plants in covert missions.
Not to mention that the evidence was released after the incident. In public knowledge, they were pharmaceutical factories. Such an action is the equivalent of entering a person's home without a search warrant, and destroying property/killing people for alleged crime.
Also Mangka, which is modelled after some aspects of Taiwan, is very sensitive on such issues.
