He won't launch it Sheppard because the instant you stepped onto Atlantis you stopped being national command authority... Don't you agree President President Garner?

The large screen clicked on at the end of the hall, well dress man was in the view screen, the rumble of engines was audible in the room, as the number two man of Shepnukstain nodded slowly. "Your Grace", he began, "As of the instant former President Sheppard set foot on Atlantis, he is no longer leader of this country. In a private session this morning the congress and the Supreme Court have agreed that he is guilty of attempted genocide in using nuclear weapons without the expression permission of the people in peace-time."

Sheppard stared at the screen ashed faced and then began to swear. "YOU TWO FACED SHIT! I'll RIP YOUR FUCKING BALLS OFF!.." he began, launching into a long torrent of profanity.

The conference room was quiet saved for Sheppards swearing, as the former Vice President ignored his old boss and turned to King Blackadder and said simply "Your Grace, in your capability as Final Judge of the UKB, can you on behalf of my country, discharge your ancient duty and deal with that criminal? " he held up a document to the screen. "We have here an official warrant for former President Sheppard sign by all the Chief Justices, finding him guilty and ordering his execution. I'd rather not draw this out"

That caught Sheppard up short, he turned to King Blackadder and snarled, "This is no fucking justice this a god-damn coup, BEAN YOU FUCKER You set me up!"

The King smiled sadly, "On the contrary, you shouted your guilt to the whole world, the only one to blaim for this is yourself." He turned as two Gurkha's
stepped forward and dragged Sheppard out of his chair and placed his head against the table. "

Sheppard was screaming now, "What the fuck do you think your doing you shit? You can't fuck with me, I'm the goddamn President!"

"You were... You were the Goddamn President" the King said as he pushed the 9mm pistol into the back of the head of the man who would have destroyed the world just to see it burn.

Some of the other people in the room found their voices, now some shouting, some surging to their feet. The sound of the pistol cut out all sounds as King Blackadder the VI put two 9mm rounds into the back of former President Sheppard of the country of Shenpukstain's head.

"Well, that's a surprise. Saddamistan actually sent a representative and he actually sounds amenable to a peace agreement," the Emperor said to his advisers.

"Well then, this is our statement:

Byzantium is glad that Saddamistan takes the position of neutrality and hasstayed out of the conflict which was largely prosecuted independently by Shepnukistan. Byzantium is open to opening trade and diplomatic relations with Saddamistan if the latter chooses to end its biological weapons program and abide by the Biological Weapon Convention which Byzantium would freely sign as well. We also hope that Saddamistan would also assist in the diplomatic realm with regards to Terra Libertia to achieve a kind of peace that is both sustainable and free of external influence. We also hope that Neverhood can achieve a kind of stability between the eastern and western parts."

Generalisee Ania still could not believe her eyes. Sheppard was dead. His nation was under an ultimatum.

She apologized, leaving the Spetznaz guards in the room, and walked out the door, calling the Secretary General with her portable radio set.

- Shep is dead.

- Impossible!

- I, too, was shocked. He's... totally dead. Executed with a silent consent of his defiant second-in-command, as a traitor. And Bean finally vowed to clamp down on Shepnukistan's air force armada if they dare to launch a nuclear offensive.

- If that is so... carry on with the negotiations, - it seemed the Secretary General's voice was sad. - Whatever Shep has done since he arrived in this world, however antagonistic our political lines went, he still remained a friend of mine... farewell. :(

The still smoking gun in his hands, King Blackadder turned from the twitching corpse that had once been one of the most powerful men alive and turned to the second major member of the UAR delegation. General Marzuq Saddam Hussein al-Tikriti, his bodyguards look like they were ready to die for thier charge. The General himself looked a touch pale but his eyes were steady and his jaw was firm.

He had to move carefully with this one, push to hard and pride would kick in, to weak and the General might try to exploit perceived weakness. The correct tone was the neutral one, neither demanding nor pleading, simple statements worked best.

"General Marzuq Saddam Hussein al-Tikriti, on behalf of your father Saddam the Great I would ask you to bring him a message. What you have seen here today ends the dream of the UAR. As President Garner will confirm, Shepnukstain forces will be leaving the UAR, as soon as orders can reach them. Further that Shepnukstain will compensate his country for services rendered during their stay in his country at a fair market price. With their departure the country of Saddamstain stands alone once again. But it need not be so. The UKB intends to put a new biological weapons ban treaty before the world, a ban that the UKB hopes that every nation will sign this year. I would consider it a personal favor if you General, would bring word of both this, and what has happened hear directly to your father. Be it in person or by your own embassies communication equipment. Will you do this thing for me General?"

At first it appear that General Hussein might refuse but his eyes lit up at the last words of "personal favor" and after a brief nod of his consent, motioned to his two bodyguard's without speaking and strode from the room.

King Blackadder sighed, two down, two to go. Save the hard part for last. He turned to the large FUN delegation.

My principal has always been, when people have sufficiant food, they are content, I appologize hallowly for my digression into arms. I shall endevore to make my conquests rather peaceful. No need to bare the sharper teeth, or the nastier weapon of mass destruction, there's too much of that to go around anyways. No we will come to you with smiles, and handshakes, offering what you want, at a reasonable price, and you will love us for it.

A few moments Blackadder ordered Marzuq to return to Saddamistan and give word of what happened at the conference to Saddam, Lelouch was the first of his group to speak. "With all due respect, Your Highness, if the Gurkhas hadn't taken away our M1911s, Kallen and I would have gladly done the job for you," he remarked.

As far as I know only my great grand-father ever used that first right, the right to take a man's life with his own hands once, and he was the only one ever to do so. I thank you for the offer, but this thing I did here today was necessary and not for vengeance or anger, but must be done for the sake of the world."

The King handed the pistol back to the Gurkha who had presented it to him. The Nukastaini's would want it for a musem some day no question. He turned back to the matter at hand.

Alexandria’s Reaction
As far as the Iron General was concerned, this was just like politics back home. He always knew everyone else just had delusions of grandeur. When it came down to it, everything was the same as the mines. So Blackadder liked to execute his enemies personally. With Shep disposed of, that tied up a few problems for him.

The Iron General just smiled inwardly and looked at everyone else’s reaction. He was still checking to see if anyone would try and kill him, but he had figured no one here really wanted him dead enough to actually follow through on it. He was safe for the time being. Besides, he had ten wetwork specialists waiting in the hall outside from the Iron Guard. If he went down, they would have a decent shot at killing the person responsible given the current security layout. He was sending messages to them every 5 minutes to keep them from launching an assault.

The Vice Minister for Foreign Affairs whispered, "If you wish our delegation to depart..."

His Grace interrupted, "While I am not happy about this situation I will allow the members here to speak their piece. If I thought it would mean anything I would file a protest upon our return. We can discuss matters in depth at a later time. I imagine our host has much to say and we'll want to listen."

As the slow murmers of shock courses through the room, they were interrupted... by the tinny, unmistakable sounds of "The Imperial March". People stopped to look around for the source of the music-- the scene had gotten more surreal.

Arik suddenly started, and reached for his belt, pulling out his cell phone. His face red, he said, "Sorry," and flipped it open.
"Yeah?"

"Say what?"

"Sweeet." He hung up the phone, and switched it to vibrate before putting it back on his belt. His face had a shit-eating grin as he nodded towards Wilkins.

"Hehehh.... We sank Adrian's boats."

The body had been dragged away and even Shroom the 777th sobbed quietly to himself, so had the donuts, you could see the stain, to say nothing of the bullet gouge in the redwood table.

The rest of the people were either un-nearved, intrested or already hostile, the two players that had mattered had been dealt with, Saddamstain was still waiting to fall, and the Nukstani's would be looking for some rebuilding time. He turned to the FUN Delegation, standing so the screen with the new Shepnukstain President stood outline behind him.

"To those that remain I have but three things to say. One Shepnukstain will soon no longer be the country it once was, while I won't promise you fields of fluffy bunnies or boxes of puppies on every door-step tomorrow, President Garner has given sufficient assurances that while the Nukstani's remain committed to harnessing the power of the Atom. They ill in fact be doing it for peaceful purposes this time. To that end they will allow inspectors to catalog all existing nuclear weapons material in Shepnukstain, as well as allow inspections of all existing nuclear weapons in the country.

Once that task has been complete they will allow inspectors in regularly to ensure that weapons grade material is either being re-reprocessed for power usages, used for scientific ends or store securely in a to be determined location within the country. In exchange for this, the standing down of SAC to previous levels as well as possible reparations for the damage caused by former President Sheppard's illegal orders, the Nukstani's ask for normalized trade relations and re-admittance into the world community.

This includes allow Nukstani shipping back into the central sea FUN and no longer embargoing any nation that trades with Shepnukstain.

As far as the Neverhood situation goes, Shepnukstani asks that that issue be tabled for now to be brought up next month in a second independent conference held inside Neverhood by countries involved in that country.

Is this acceptable to both sides?

I presume the offensive operations that Sheppard initiated are now called off and rescinded? Should we assume there is a ceasefire in effect until we get to discuss Neverhood in earnest, or should we assume people will be dying in the war still until we get to the discussion?

As for economic warfare, it is also rescinded against Shepnukistan, as it was rescinded beforehand against Saddamistan.

"Alright. I will." The minister hung up the phone. It was interesting that the President would ask him something such obvious. The stress probably has caught his nerves. The Minister thought.

The Republic of Mangka, as your Southern neighbor, is quite considered over whatever Former President Shep was referring to. I suppose that this network is also subject to inspection?"

Aboard a Saddamistani An-72 Transport leaving Atlantis

It had not been the first time General Marzuq had seen a man gunned down before him, by his own hand, by that of his brothers, guards and associates he had seen it, but never before in a hall of diplomacy. The treachery that the introduction of a weapon and a murder represented had demonstrated the utter lack of good faith in the world community. This had been but a ploy, all the suspicions proven true, the world sought only the dismemberment of Saddamistan.

As the plane reached cruising altitude a long trailing wire antenna was unreeled, and secure communication established with New Bagdad. The scramble ran through a one time pad, ensuring almost flawless security, and soon Saddam himself was on the line.

“I saw it all via the video link myself,” said Saddam. “The Special Republican Guard has already moved to seize control of all Nukistani assets in our territory… this was not entirely unforeseen, they do call me the survivor of Babylon.”

Marzuq laughed slightly at his fathers words, as a young boy he watched from his own vehicle as seen enemy bombs fell to explode the limos ahead and behind his fathers, the armor plate and thick windows only barely withstanding the massive forces. A survivor his father was, but of Babylon? Sometimes the fascination with the old history of Iraq was confusing.

“Blackadder is strong,” he said. “but that orbital weapons system is preposterously expensive, hundreds of millions for a single projectile, enough to buy us an entire attack submarine. Even with our new high yield stockpile further augmented by seized Nukistani warheads we will have a difficult race to win.”

“Allah will provide, our former ally had many good ideas,” replied Saddam. “We will met in person to discuss this more when you arrive.”

As he watched cold-blooded murder occur before him, king Paul got pale. He managed to restrain from vomiting long enough to have his turn to speak.

"Bean, this was barbaric and unnecessary. It's simply not how civilized nations should deal with these things. While it's a commendable goal to try and prevent a nuclear war, I'm afraid I cannot support a summary execution.

This will also anger Saddamistan and give them more fuel for the propaganda machine. Things may just as well get to square one in the next few hours. And let me say this: If this conflict rekindles because of your actions here, PeZookia will declare full neutrality and stay out of it.

I don't want to increase tensions more than they already are, so I won't start another round of diplomatic posturing. We'll open the seas, withdraw from any other restrictive policies against the UAR and try to send ambassadors to Saddamistan. Also, when you draft this new bio-weapon treaty, I suggest you allow defensive programs, just ban militarized delivery systems. We'll sign it, but I won't be coming to Atlantis again."

With this, Paul I, sovereign of the II Republic of PeZookia, straightened his creased suit, got up and left the conference room. He walked slowly through the Corridors Of Power, catching one of his aides along the way. The Atlantean personell has not evacuated during the crisis, and he had several aides drafted from it.

"Please send messages to the General Secretary, Shroom, Baerne and the Langley delegation, when the conference is over. I'd like to have dinner with them once the peace treaties are signed.

Also, get me some new clothes, please, and something to shave with."

Paul walked downstairs to the Grand Hall and stepped into a limousine which would take him back to the PeZookian compound.

"This madness must stop!" Umberto Montoya, Minister of the Interior for Adrianpolis pounded the podium with such force that the wood cracked. He was red in the face, sweat beaded his brow, and the expression he wore was one of unbridled outrage.

"As I speak our armed forces are engaged in utterly pointless battle with the forces of our fellow MESS members because the Presidente and his cronies have completely lost hold of reality. They believed that their actions saved the nation, but nuclear holocaust is not on the horizon, reason has prevailed, and if not for their spinelessness reason would have prevailed without such senseless loss of life. Hadrianvs Trianvs is clearly unfit to be Presidente, and I ask, no demand in the name of all that is sane and right, that a vote of no-confidence be taken, and authorization given for the immediate removal and arrest of all responsible for this travesty."

In the halls of the Houses of Parliament, clamour of affirmation was deafening and unanimous.

Approaches to the Presidential Emergency Command Centre, Outskirts of Manila, Adrianpolis
The armoured fighting vehicles of the 3rd Armoured Cavalry Regiment rumbled forward, their guns sweeping left and right in search of targets. Gun fire erupted sporadically, from infantry fighting through the alleys and buildings. Every so often cannon would roar, rockets whine, and explosions thunder, indicating the Presidential Guard's own vehicles and AT units engaging elements of the 3rd. Off in the distance, smoke columns and scattered flashes marked the fighting were two infantry regiments were tearing each other apart, but they were too far away to matter.

At last they made it to the final line of defense, a hastily arranged set of breastworks made from bits and pieces of everything available. Behind it, the Commande Centre, cunningly disguised as lowly warehouse. The fighting was fierce, intense, and short. Six minutes of endless gunfire punctuated by explosions, then silence. Men, covered in dirt, grime and blood, began to stagger out in the open with their hands up in air. Quickly, infantry rushed past them into the complex. They expected more fighting, but no one resisted, the place was mostly empty.

"This is the 3rd Armoured Cavalry Regiment. We have taken the position and resistance has ended. First sweeps report nobody home, performing follow up sweeps, but I don't expect they'll find anything. Out."

Presidential Palace, Manila, Adrianpolis
Umberto Montoya looked around. The place was a mess, a bunch of people had gone through and taken every object of intrinsic value, gold, silver, precious gems, that they could carry with them. They couldn't have been looters, there had been no opportunity for anyone to make it in or out of the Palace, despite the confusion. A lot of personnel were missing, it had to be them, but were had they gone? Probably the same place that former Presidente Hadrianvs Traianvs, his Minister of Defense Alberto Gutierrez, and several prominent aides had gone to. Nobody knew what that place could be, they had simply disappeared without a trace, vanished into thin air. He pondered that for a while, and then concluded it didn't matter, all that mattered was that they were gone, and they wouldn't be coming back. Sanity and peace could be restored to Adrianpolis, they would rebuild, and they would prosper. Presidente Montoya allowed himself to smile at the prospect.

Shepnukistan had dispersed a composite wing of B-1 and RB-1 bombers, together with an accompanying KC-10 squadron onto Saddamistani airfields and dispersal strips early in the crisis, each with a handful of guards besides a basic maintenance team. The order to fly home had come quickly following the assassination of former President Sheppard, but as the crew of the fully armed B-1 ‘Devilbird Dog’ started engines, they noticed several base secuitry BTRs driving down the ramp, on a course that would take them past the adjacent row of piston engine trainers, and ‘Devilbird Dog’.

Pilot Office Kyle Sampson thought the Saddamistani base security seemed to be in a hurry, but that was hardly unusual, the base was always running drills or exercises, before looking back down to his massive preflight checklist. It was only when the crew chief, plugged into a microphone jack on the landing gear yelled that his head shot back up.

The three BTRs had pulled up directly in front of the B-1, blocking any possible taxi, and two dozen heavily Saddamistani soldiers had jumped out, living rifles at the small security team and ground crew. The BTRs machine gun turreted pointed at the cockpit of the bomber, and the men on the ground, to fight back would be completely hopeless. The guards dropped their M16s, and raised hands, dieing in a futile defense of nuclear bombs against a nation that already had them was on no ones agenda.

Several trucks and jeeps quickly rolled up behind the BTRs, the additional soliders forming a cordon around the ground crew.

“You in the plane,” said a Saddamistani officer through a megaphone. “shutdown your engines and debark the aircraft, you are in violation of the terms of the UAR alliance and are in possession of illegal weapons. Failure to comply will result in your deaths, I give you thirty seconds.”
