This is why i mentioned the Altacar Empire as who i'd need help from, well actually it was more cause the Hierarchy has never developed such a weapon and we're not the genome wizards of this setting but your reason works as well.

I'm pretty sure Bragulans are alien aliens though not genetweaked humans.

Uh... that would be 400 to 600 years in the past; we are in the year 3400.

Well, the Regency of the Engine probably qualifies; maybe we can move the Space Prussians into their space or something, to put them closer to Space France.

The two best options are in the Regency's vicinity, especially after trimming, or the area between Shinn, Rogue, Klavo, and grif. Assuming LoC9 even posts again.
