Don't you get it? The people pushing this don't care that foreign students will go elsewhere. In fact, they would probably be HAPPY if those damned foreigners went elsewhere. They don't care if American science and technology suffers. They say they care about education, but they don't, really. They care about privilege and power. That's it.

A popular buzz-word in the run up to a war [?] with Iran is "dual-use technology." That which could be used towards either a peaceful or weaponized nuclear program.
I for one, am adamantly opposed to anything resembling dual-use legislation that on the one hand targets terrorists in spirit, but enables the heretofore illegal imprisonment of Americans or legal residents.

I suppose enlistment by American citizens in, say, the Israeli Army are exempt?

If you're thinking about the paperwork, probably less hassle than getting legal resident status in the Statesf or a non-US citizen.

I'm thinking more about finding a job over there, one that would actually be worth the price of moving.

Note that I had typed up the following post yesterday but in the end didn't post it since it is offtopic, but since "Neijean"'s fate has prompted a followup post here it goes:
Neijean = misspeled Mlađan maybe? Asking since Neijean is not an slavic name or an slavicized muslim name (which are used in Bosnia). Not to criticise long distance, but I think he's pulling your leg. First off, Serbian Muslims are maybe 1% of the general Serb population (Serb, Bosniaks and Croats were historicly delineated by religion more then anything else - while today it is no longer impossible to have an Serbian Muslim it is unlikely in the extreme). On the other hand, I would think anyone that someone would be willing to pay such a stipend would have to have practical expirience with nuclear reactors. The only way to get such expirience in ex-Yu (and I'm assuming that is where he says he got the exp. from since it is his former proffesion) would be at the Krško nuclear plant - note the singular location.
While possible, the combination of a very low possible cultural background (Serbian Muslim) with a very low possible in ex-Yu proffesion (nuclear engineer) sounds very fishy.
