I think the Mayor from Buffy the Vampire Slayer was great. Here's some quotes:

Yeah and he did that with just a snap of his fingers.
Though i think the most everlooked Villian in Star Wars would have to be Grand Moff Tarkin. You just got to love it when he treatens to destroy Leias Homeworld unless she gives the location of the rebel base, then when she does give it (even though it been abandoned but Tarkin doesnt know that) He destroys Alderaan anyways and simply tells Leia "Your far to trusting" Now THATS classic Villiany.

I'm kinda dissappointed with the input but I will do my top five list sorta...
1. Lucifer/Satan in all incarnations except South Park <dudes give the Devil his DUE>
2. Any Villian playied by Vincent Price (the man did so many we lost count)
3. As two but playied by Peter Cushing
4. As Two and three but played by Christopher Lee
5. as two, three and four but playied by Rutger Hauer.
Honerable mention (Vader and Thulsa Doom for using James Earl Jones to voice them, brr that voice is just COOL)

Emperor Palpatine-Anyone who creates a galactic wide empire which destroys planets, star systems, and millions of lives just because they can definatley gets my vote. Not to mention that Palpatine is immortal, he is always around no matter if he is in a body or as energy.
Darth Vader-He is just plain out cool.
Weyoun-He is very interesting and I think he is awesome. Not to mention I love the Dominion.

Well, since its already been raised from the dead:
500 foot tall Bender, from the what-if machine episode of Futurama(or the Long-Finger episode if you prefer). You have to admire someone who has a stated goal of killing all humans.
Zorg from the Fifth Element is also a favorite, for style, poise, technique, and the fact that he would spare your life once if you saved his(hey, I like my villains with at least a vestigial sense of honor).
And to round it out, Seth and the Evil Doctor from the Authority, for some of the most vicious put-downs while demolishing an A-list superteam(and for making them look like little bitches too).

True, but if not for that copout(reasonable as it was), he would have utterly destroyed the Authority(What the hell is X-ray Strength and Rainbow Breath anyway?). And since Baby Jenny killed the planet just by thinking it had already happened after reading a comic book, she gets an honorable mention as best villain too(Authority vs. Lobo, check it out).
And of course, how could we forget Bun-Bun?

Although not my favorite, I really liked Mr. Morden. I remember the first time I saw Signs and Potents, I was like 'this guy is cool, I hope we see him more often.' He was a great character and had a very good run. In the end, the whole thing about Vir being the only one to really get what he wanted was pretty sweet.
The most basic assumption about the world is that it does not contradict itself.

Bester, as he's less of a villian and more of a morally bankrupt pragmatist. He's just fun, too. He can ruin your day and smile whilst doing it; the villian you love to hate.
Morden, but I hated his end (and by extension, the Shadow's). Although it was appropriate that he dies the way Vir wanted, I had hoped he would go out with more of a bang than a whimper.
I don't consider Vader to be as villianous as either Palpatine or Tarkin. Both are a lot meaner than Vader ever was, and Vader at least redeems himself at the end.
Kahn kicked arse as a villian, even if he didn't kill Kirk.
Would Q be considered a villian, or more a spiteful prankster? On the one hand he generally means well and throws Picard and Co. a bone occasionally (like introducing them to the Borg, which prompts Starfleet to get off their lethargic butts), and on the other hand he's put humanity on trial (even though nothing really came of it).
Scorpius is very much like Bester, in that both are clearly villianous, yet they both have some overriding goal or imperative that forces them to be that way: Bester wants to protect his fellow telepaths, while Scorpy wants to defeat the Scarrans. In any case, Scorpius is one nasty character.
Agent Smith from the Matrix (the first one), possibly the only good thing from that movie.
