With regard to new moderators, that is a decision that is up to the admins and subject to input by the existing mod staff. There are more active mods now with most existing mods made supermods. N&P has calmed down quite a bit from what it was at one point and I'd rather not use an iron fist there unless I need to.
Whether we get new mods and how soon, we shall see. It isn't a dead issue, it just moves a bit more slowly than some people might prefer.
