Interstellar hydrogen is a lot more rarefied than Alyrium thinks it is. Ramscoops aren't worth the bother except in highly specialized circumstances.

Its fine for people to claim these advantage just as long as you keep in mind that while you might be OVERALL better in a field other powers WILL be able to beat you at a more specific level.
The Federation of the Shadow has a considerable advantage in construction and heavy manufacturing. The manufacturing and construction is a natural outgrowth of the vast numbers of mindless commie Nerubian and the fact that they've lived in giant underground cities for thousands of years while having the help of lots of technologically innovative Scythian. If that is his plan, I can't find anything in his OOB to say what it is, then it will not work. But, we are warm bodied ecotherms. We can go into a torpor should we need to, and simply require less food due to small size
Note on warm bodied ectotherms: It is completely possible for a species to be warm bodied and still ectothermic. They generate some body heat that is produced through shivering and physical activity. Through this process they manage to keep their body temperature more or less constant(within 1 or 2 degrees of optimal), and these activities are automatic, and hardly noticed. Allowing for bain development
Note: Roleplaying idea, I plan on having them make first contact with few of the star nations. Roleplay it when they start quivering for no apparant reason.
Essentially they are 1 step away from being fully endothermic.

Never the less, you are right. Factories would still need to be put on a wartime footing.

Have updated the Genegineer Protecorate entry to now include Ground troops and units and the naval portion now includes escort vessels. now all I need to do is update for actual weapons loadouts on the warships.

Well, I guess I'll jump on the bandwagon and look at "civ advantages". As an extension of Russia (and to some extent China) I'd like to have relatively advanced spaceflight technology. The Kremlin system is also wartorn and is thus highly militaristic and pumps out conscripts and guns, as noted in my declaration.
