The key is to find Rob Wilson and somehow drag him away from the barhopping and WHORES! WHORES! WHORES! missions. If you do the first TARDIS sidequest, you get the option to install the Dimensional Hangar on any vehicle big enough to hold it. You can indeed put it on the Land Battleship, essentially turning it into a Land Aircraft Carrier.
