That'd make refueling even more time consuming and present more storage problems than oil burners would.

50/50 really, the HMS Dreadnought herself was converted at some point from coal to oil (with good reason the 1,120 tons of oil it carried after gave it the same power and range of operation as the 2900 tons of coal it had before hand.) Though German ships had coal burners over a larger portion of their navy. (Only sensible really, Germany had coal at that point lots of it.) Never. She remained coal fired until being scrapped.

Not even remotely.
There were no oil fired capital ships in 1913, Glocksman; destroyers, yes, but no heavy ships.
There were experimental oil firing arrangements in the Russian Black Sea Fleet pre-dreadnought battleship Rostislav, but they were included in the design to take advantage of the oil provided by natural seeps in her area of operations and were almost never used operationally.
Oil sprayed coal was also sometimes used in some navies to generate greater temperatures.
Until the completion of the Queen Elizabeth class, that was it.
