I would think that long-range sniping would indeed be best... but first, disable power to the facility. After most of the staff is dead or incapacitated, gather the rest of the employees together, send them off on an unpowered boat into the sea, and free the children, giving each a ticket to Washington, D.C., where they are to meet a contact who will take them to Capitol Hill to speak to the Senate about the camp.
