Cascadia would strongly protest an outside power gaining a permanent foothold in the region. Especially if its Orion. Our view is that Umeria and San Dorado can handle it; if they want our help for anything they can ask, but we would rather Ausfricans handle Ausfrican affairs.

The Umerian delegation arrives early and quietly, mostly because Dr. Mahogany wants to have some time to get settled down from the jet lag so he'll be at his best when the conference begins.

Okay. I had a speech written for Dr. Mahogany, which I'd like him to get a chance to give, but I'm sure there will be opportunities to address the delegations at a later time.
