Since we haven't had relations with any of you, well, ever, we'd like to take this opportunity to start them. Due to difficulties inherent in our nature, we cannot send you embassies, so we would like to request you send yours to the following coordinates, which are the location of our homeworld. Your ambassadors may, of course, use our warp gate to reach the system.
We would also like to establish free trade with anyone who is willing. We have also noticed this thing you call "ESP". This is new to us, we've never seen it before. We would like to acquire copies of your data on the phenomenon, and would also like to purchase enough devices that shield against it to completely shield twenty planets and twenty fleets.
Likewise, we would like to learn about all your civilization's space-age history. While the ancient drones we sent out were monitoring your worlds for a long, long time, they were programmed to self-destruct by flying into the system primary upon the inhabitant's first crewed interplanetary flight, because that is when the odds of detection become unacceptably high. Thus, we know a good deal about all your pasts, but not much about you now.

Welcome to the interstellar community. The Centrality greets you and hopes you are well. While we are saddened that you are unable to send ambassadors of your own we hope that our ambassadors make up for it. They shall arrive at your homeworld in a few days, once we choose which will go.
We are also interested in engaging in trade. Once our ambassadors arrive at your homeworld, they will be empowered to ensure the signing of a trade treaty. Perhaps Nostrum or myself will go, in order to confirm our commitment to trade.
Your interest about ESP is understandable. ESP, to quote the
ESP Information Handbook, "stands for "Extra-Sensory Perception" or "Extra-Sensory Potential. The basic requirement for ESP is for someone to be capable of performing extraordinary feats without the aid of artificial enhancement but simply with the power of their minds. There are many variations of ESP in the known sentient population; specific races or genetic sequences can permit a range of capabilities including telepathy, telekinesis, electrokinesis, and pyrokinesis." We, however, cannot meet your desire to obtain anti-ESP devices, since our nation produces very little of them.
Our history starts on Earth, when the Great Upheaval launched hundreds of millions of refugees into space. One of them, Dovan Aybeem, managed to create our nation in the beginning of Humanity's 23rd Century, where the State has all the power. Currently our nation has 1200 years of existence. In time, you will be aware how the Centrality works, but for now, know this: the Galaxy is an uncertain place.
