It's from the latest issue of Blue Beetle yeah. Once I saw someone scan that page I couldn't help but go make a motivator out of it.

So I stare wistfully at the Lightning for a couple of minutes. Two missiles, sharply raked razor-thin wings, a huge, pregnant belly full of fuel, and the two screamingly powerful engines that once rammed it from a cold start to a thousand miles per hour in under a minute. Life would be so much easier if our adverseries could be dealt with by supersonic death on wings - but alas, Human resources aren't so easily defeated.

This is the cover for Green Lantern # 9. The issue involves Bats and Hal teaming up to take down a new Tattooed Man. It also resolves the mistrust and dislike that existed between them since Green Lantern: Rebirth and part of that was Hal leting Bruce use the ring in an attempt to confront and overcome his greatest fear: the death of his parents (It also ended up saving Batman's life in Green Lantern # 17; the prior exposure of a GL power ring prevented a yellow power ring from inducting Batman into the Sinestro Corps as Earth's representative).
