Marines do surf. or at least they did in Rogue Trooper - You could get a "Power Board" - a flying surfboard, a la Judge Dredd comics. IIRC, it appeared in the random miscellaneous equipment list for Mrines (and everyone else, to be fair).

This is... a disturbing thread.

However, I must say that the False Emperor would never allow his minions to surf, because fun is forbidden.

Now Chaos on the other hand offers the widest range of surfing opportunities, from regular oceans, to ammonia, lava, or seas of blood. On some of our worlds, you can even get all of these environments and more within the span of a few seconds.
