Yeah, you see other kids around his house, eating dinner with his parents. In "the Wacky Molestation Adventure" you see two other kids cheering as his parents are lead away by the police. They've just never had a speaking role or even names AFAIK.
Baltar: "I don't want to miss a moment of the last Battlestar's destruction!"
Centurion: "Sir, I really think you should look at the other Battlestar."
Baltar: "What are you babbling about other...it's impossible!"
Centurion: "No. It is a Battlestar."

It's a lot funnier if you're a Colorado native (which is true of a lot of South Park episodes, for that matter). Greeley is the New Jersey of Colorado.

Yeah, Kevin and Karen have been around for a while. They just aren't used, much. You see them in the background at Kenny's house (when his family is eating dinner) fairly regularly. Kevin has only spoken two or three times in the course of the series (including this week), but he was around in the 1st season. Karen wasn't introduced until later (I vaguely remember her having a small part in one other episode a few seasons ago).
