Wait a fucking second.
Pete "Maverick" Mitchell gets to where he is and is tolerated because he is one of the best pilots in the Navy. He starts off with a black mark on his name because of his father. This is outright stated. He got ZERO breaks and is anything but "privileged". He gets in trouble for what he does when he is landing his planes (flybys) and fucking Admiral's daughters (Penny Benjamin) not because of his flight skills.
He gets Cougar's slot in Top Gun because he is a better pilot. If he doesn't go back for Cougar, Cougar crashes his fucking Tomcat and Maverick is in TG anyway. Instead he goes back and saves his friend, just like his dad did in Vietnam, without him knowing the parallel and Cougar quits anyway. The only reason Cougar is ahead of him is because of no flybys and Penny Benjamins.
At TopGun when Goose dies it is not his fucking fault. Maverick is in the correct position to take the shot. Iceman breaks off because he is not. Iceman breaks off in Maverick's flight path, which while is neither of their faults is what causes Goose's death. (Ironically, Goose died because Maverick DIDN'T leave his wingman, although the movie completely gaffs and makes that the focal point of his guilt)
Iceman has a very patient and by the book way of doing things while Maverick flys by his gut (Fucking duh) yet both styles are accepted and even encouraged. Again, nothing but the flybys get Maverick in trouble.

I think you wrote this to describe Kirk and then just tried to shoehorn Maverick into it.
Lets compare.
Background/Father:
-Maverick: Everyone thinks his disobeyed orders and seriously fucked up. Because of that Maverick has a very hard time getting to where he is and has to be "better than the other guy" to get there. His mom turned into a melancholy alcoholic.
-Kirk: His father is a hero that Captains wrote dissertations about. He is sought out because of his father. His mother is a successful Starfleet officer.
Potential:
-Maverick: Constantly out does what everyone thinks he can do. He shows his skill and proves himself. No one thought he would amount to anything because of who his father was.
-Kirk: Takes some tests and get recruited because of his potential based on what his father did.
Defies Authority:
-Maverick: Flybys. Goes back to save Cougar and then is told to land his plane and ignores the order.
-Kirk: Stealing cars, cheating on tests, bar fights, disobeys orders, involves other cadets/officers, mutiny.
Follows Gut:
-Maverick: Follows in his fathers footsteps even though it is harder for him than most other pilots. While flying, does so in an acceptable and encouraged way. His "gut" style is shown to be equal to the "by the book" style of Iceman and works because he combines it with his skill.
-Kirk: Avoids his fathers legacy despite it obviously being easy for him because he is a baby that doesn't like his stepdad.
His gut style gets him promoted from ensign to captain and works because of plot.
Hot-tempered, Reckless, Follows his guts more than his brain:
-Maverick: No fights, again only the flyby, broke the hard deck to follow an instructor that already did so. Learns to stay with his wingman. Losing his friend makes him a better pilot and a better person.
-Kirk: Constantly fighting, mutiny, never learns to reign in his gut. Losing Vulcan and billions of lives provides no growth based on your assessment.
Basically you are flat out wrong about the Maverick character in Top Gun.
