Not sure what you can do Durandel except look for a place with more sound proofing. Apts suck unless they are built really well. Good places are expensive in the valley.
I feel your pain. I bought a place that turns out is minimally shielded for noise. I can hear my neighbors doing laundry and opening cabinets.
At least with a rental you can leave.

You could do what I did: buy a big ol' box fan.
Before I sleep, I just turn that sucker on MAX and point it away from the bed. The sound of the fan drowns out almost any noise coming from upstairs or outside the bedroom window. And the cool breeze in conjunction with the A/C makes the bedroom nice and chilly, much to my wife's annoyance.
I've lucked out as the new upstairs neighbors are pretty quiet with the occasional walking noises.
