[VOTE] Rules for quorum and majorities

Proposed that the following be added to Rule 5 (Thumbs up, thumbs down):

Types of Votes
Different votes will require different majorities and a different number of votes for a quorum to be considered. As such there are three categories into which votes may fall:

Category A:
Board Policies/Senate Rules/Bannings/Usergroups

Category B
Titling/Lesser Offenses/Resolutions

Category C
Election to the Senate

Quorum
Category A votes required a quorum of 50% of eligible voters. Category B and C require a quorum of 40% of eligible votes.

Majorities
Category A votes will require a 60% majority voting in favor for the resolution to pass. Category B requires a simple majority of votes in favor. Category C requires a plurality of votes.

Option to Abstain
In both Category A and B votes and option to "abstain" should be given. An abstain vote counts towards achievement of a quorum but will not be counted either towards the affirmative or the negative.

*Note, this poll will be conducted according to its own rules so if it fails to acheive a 50% quorum or a 60% supermajority then it shall fail itself.*
*This poll will run for 2 weeks which is about the same length of time we debated the issue and should give everyone the chance to votes.*

You know, something is bothering me about this. We have something like 50 people eligible to vote in the Senate and we could only muster 26 of them for a very important vote on the Senate's own bylaws. Where is everybody? I know we're going to have a good number of people who can't make any given vote for any number of reasons, but almost half the Senate? Is everyone on vacation or something?

Actually, I've recently received a suggestion regarding the creation of a post called the Senate Whip, a Senator who PMs the other Senators and mods to remind them to vote. I'll start a new thread on that now.

A good number of polls have been under 26 votes so far. We may need to lower the quorum requirements for the categories if turnouts like this continue.

Not voting seems like an effective method of defeating a popular proposal, more so than voting no. There's definitely something wrong with such a situation.
