IBNS Heraclius launched and undergoing testing

IBNS Heraclius, a CVN-77 carrier, was launched after a furious one year of construction. The ship will spend the next 6-12 months testing. She will replace the existing CV that bears her name. Most of the resources going into the construction of the other vessels were diverted to the carrier to complete her on time. The remainder of the order issued last year will be completed by mid to end year.

Sub-Director Charlie Duquesne, representing DEPICOR and the Board of Directors of San Dorado, activated her microphone. "At this time we would like to know what means this proposed international court would have of enforcing its rulings. Without a means of coercion it seems to us that such a system would be all talk and no bite. What use will arbitration be when neo-imperialists are free to ignore the court's rulings and do as they please anyway?"

The President leaned over and whispered something in her ear. "Furthermore", Duquesne fluidly continued. "We would like to know whether or not the CSR would be willing to sign a treaty that includes the following sections..."

"I feel you don't even understand what you are talking about. What is the point of a military base if it doesn't have any military servicemen or machines? What was the entire point of our agreement with the AFSR? I'm afraid you have to reconsider trying to press your "neutrality" definition on our nation.

What you propose is not "neutrality", it's "demilitarization". Moreover, it's demilitarization demanded from the CSR. What right does the FTO have to dictate anything regarding our territory?

Especially as the FTO remains essentially the only militarized force on the continent, thus reserving the right to military arbitration of disputes in Frequesque.

We are willing to go with neutrality, that is, non-interference in the business of our Frequesquean neighbors, no violations of their waters, airspace or land borders, possible mutual defense treaties with our neighbors.

We are not willing to go with a demand for our own demilitarization under the guise of "neutrality"."

Zorin put the microphone down, but stopped half-way and added:

Zorin arrived late by plane. Korabelnikov was there to meet him along with several AFSR officials - mostly high-ranking military members who now assumed positions in the government of the annexed republic.

Mercury 1b test flight succesful

Mercury 1b flight soaring towards the sky after succesful launch from the Jerusalem Space Center

After a two-week delay, the Mercury 1b unmanned test flight was a complete success. The capsule, constructed under a contract by the National Aircraft Factory, was inserted into low earth orbit by a latest version of the Atlas-Sputnik rocket. Many on-board capsule systems were tested during the flight, including computers, navigation, orientation, atmosphere and climate control, communications, telemetry and others.

The Mercury capsule is not capable of orbital maneuvering, only being capable of orienting itself in space. It is designed as a testbed craft for procedures and technology required to support manned spaceflight.

The capsule completed more than twenty orbits during its testing, after which it was deliberately de-orbited by its solid-fuelled retrorocket pack, descending over the North Sea, where it was recovered by a CSR support ship. While the North Sea is not a good landing spot for a manned capsule, mostly due to freezing cold waters, the maneuver was performed to test the capability of chosing a landing site precisely.

Mercury 1b marks the first succesful test of the capsule in orbit. The first flight ended prematurely, due to an ignition failure of the last stage of the Atlas-Sputnik rocket.

Technology: The Atlas-Sputnik

The first in a long family of space boosters, the R-7 "Atlas-Sputnik" is a pioneering design. It utilizes liquid fuel technology to achieve unparalled efficiency and up the orbital throw weight to a staggering 1500 kilograms.

Developed almost entirely by CSR design bureaus, the rocket has seen several iterations of the basic design, as technical problems are being worked out. The current model used in flight testing of the Mercury capsule is marked as Flight VI, marking six generations of gradual technical improvement.

Due to its pioneering nature, the R-7 rocket is still very much a work in progress. Extensive unmanned flights tests are still required before this wonder of engineering is declared safe for human space travel, but progress is staggering even so. The FASTA spares no expense to make this rocket a success, and the basis of future human space travel.

The place where it all happens: fifty kilometers outside of Jerusalem, Palestine, lies the site of the Jerusalem Space Center.

A site of frantic activity, as construction crews attempt to meet their deadlines and launch crews work the only operational launch pad - it is a place where the future happens.

Posessing two superheavy and six light launch pads, a two-spot VAB, training centers, control buildings, simulators, four Horizontal Assembly Buildings, a radar station and a myriad of various support facilities, the JSC is where humans will set out from to conquer the final frontier: space.

Massive protests shake the capital

Led by members of the Stop War Initiative, tens of thousands of protesters took to Orena's streets today, completely paralyzing the city.

The protests are a response to what is seens as a return to dangerous pre-war imperialism by the United Shadow Socialist Republic, who recently annexed all the Border States.

"Such naked and blatant imperialism represents not only a threat to PeZookia's security: it is a naked show of force, proof that the strong can pick on the weak any time they want to. We, who are gathered here, demand action from our government! The popular opinion polls have shown that nearly 70% PeZookians are "concerned" by recent USSR actions, many of them citing World War II as the reason. With tacit support for the annexation, the Royal Court is facing the biggest political crisis since the 1970s corruption scandal which caused a forcible change of the ruling dynasty.

At the Frequesquan Neutrality Conference

The Crimson delegate left in a huff, and the room fell into silence. Would the whole meeting be dissolved due to the exit of one of the key participants? Would the Tian Xia delegation be the next to say "screw this" and ditch the affair? Would Cascadia's effort at mediating this whole affair be all for naught?

Melchett McMeistervater, Minister of Shroomanian Homeland Affairs in Foreign Territories (SHAFT), had no bloody idea what was going to come to this.

From the looks of things, neither did the other guys.

At least the Crimson delegation didn't end up banging their shoes on the table, Melchett thought. But I still have one thing to do.

The Minister of SHAFT cleared his throat and activated his own underused microphone.

"It is regrettable that the Crimson delegation, and Mister Zorin, have left the building..." Melchett began. "However, the Sovereignty of Shroomania - and Prime Minister Shroom the 777th, who sadly could not make it here, has the following to announce:

"Happy Birthday, President Hank!"

The surrounding delegates, ambassadors, and various politicos and journos were dumbfounded at the incomprehensible pronouncement.

"There is cake at the Dining Hall," Melchett added.

Then, the conference room was slowly, but surely, filled with applause.

Due to the announcement of the President of San Dorado's birthday, and the sudden departure of the Crimson delegation leaving everyone wondering what to do, a recess was called and everyone went into the Dining Hall for a slice of moist delicious cake.

CSR troops start arriving in the USSR to help with the administration of re-joined provinces

A small force which is described as "observers" was sent by the CSR into it's neighbor nation the USSR.

The first act by the CSR Marine Infantry brigades was to block the harbors of Sjenska, which seem to have become home to arms smugglers and terrorist elements.

Also, CSR patrols are joining the USSR armed forces and are trying to reinforce the now-lax new borders of the nation, which already have become a source of several thousand refugees pouring into neighboring nations, including Pezookia.

The initial day of conference had been a fiasco of epic proportions for President Garrett, with the abrupt departure of the Crimson delegate that threatened to destroy the Conference's work from the getgo. As entertaining as it may have been, he wasn't entirely happy either with the sudden Shroomanian call to end the day's discussion to begin the banquet, complete with the birthday cake arranged for San Dorado's Head of State.

Parnell had returned to the State Department with clear Presidential authorization to engage in what he'd sarcastically termed "ass-reaming". The proposal papers had not been properly defined in terms of military presence in Frequesue, as it had never been the Cascadian intention to prevent Tian Xia and the CSR from fielding military forces in their sovereign territory. Whether someone simply forgot to consider that or was thinking from the point of view that as holders of territory in the continent neither power was an "outside power" - a view the Frequesue nations did not share - it had cost the conference terribly.

Worse, though, was the San Dorado delegation announcing that they didn't recognize either annexations. That had provoked Zorin's departure and had left Garrett red-faced at the sheer implications. As it was they were fortunate that Tian Xia hadn't chosen to walk out as well.

He'd be back the next day, even if it meant having to take a working dinner to finish state paperwork and blowing off another dinner with Sophia. She'd understand, he knew, even if she didn't like it. But he was hoping to perhaps get some damage control done and hopefully save the conference.

The Republic of Cascadia apologizes for the miscommunication regarding the Cascadian base proposal for a Frequesue Neutrality Agreement. Due to an error by staff the term regarding the posting of military forces in Frequesue did not specify that Tian Xia and the Crimson Star Republic, possessing sovereign territory in Frequesue, were not considered outside powers for the purpose of the proposal. It is the hope of the Cascadian Republic that this error will not cause the failure of the Conference. We appreciate your understanding.

"FTO are uneasy over the sudden foreign involvement of Tian Xia and the Crimson Star Republic in Frequesue. Anyone who has studied Frequesquan History, and the history of Shroomanian involvement in that region, can find their position understandable.

"Just as well, the nations of Tian Xia and the Crimson Star Republic also have the right to protect their allies in that region. Due to recent turmoils in that region, both nations have seen fit to protect the territorial integrity and stability of their friends and allies.

"However, though the all sides may have their differences, it would be mutually beneficial if they take the time - and the effort - to hammer out their differences as soon as possible, preferably right now in Cascadia, and with words and pen and paper, through diplomatic means. It would be preferable to the alternative, with animosities left to simmer over time and developing into further troublesome complications.

"Gentlemen, let's talk about this and find solutions before we are faced with problems."



In other news, the Sovereignty of Shroomania has dispatched the hospital ships Hydrodynamic Hysterectomy and the Vessel of Vasectomy to the shores of the USSR - specifically the former Border State regions.

Along with the Shroomanian Navy's hospital ships, several hundred observers and watchers from human rights group - the Shroom Cross and the Pink Pentagram - have also arrived in the Border States to monitor the Shadow Reunification efforts.

"... as have all those years of portraying the Border Staters as a bunch of extremist lunatics ruled by a bunch of megalomaniacal Shep Lites, in shithole nations full of breast-bleeding whores and orphans and kidnappers and slavers and baby-eating bishops, bandits, crooks and liars, Mohammedians, Goddamn Libertopians, and god knows what else.

"If our public cheers at the sight of those Super Chechnyans being mowed down by machinegun fire in our Ruthless 80s Action Movies, then I guess people will be cool with the Shadows launching Katyushas at their livestock."

Show the Shadows building bridges and planting hoes and seeds and harvesting root crops or something. Show them in a good light. Well, not too good that people - like those PeZookian conspiracy nuts - start thinking that we're running Shadow propaganda. But just show them that the Shadows aren't that bad."

Shroomania calls for the CSR and the San Doradoan dudes to calm down and talk things over, before we end up having proxy wars like Africa with Angolans and Apartheid dudes and stuff and Cuban involvement and crap.

Prime Minister Shroom is dealing with fallout from the Shadow's annexation. It's not THAT bad (not as bad as PeZook's Problem), since a lot of people HAET those fucking Border Stater shitpieces. But still, Shady, you better make your guys look good so we won't end up with even MOAR outcries over your shenanigans. :P

Tian Xia had previously sent then obsolete aircraft to the boneyard, here in southwestern Shinra, where it was bone dry, and aircraft could stay fairly prisitine with little maintence. The last group of jets sent here were the F-15Cs that had been replaced by the F-15Fs. Now, they were being readied for use again. Pilots that had retired, or that had left for other jobs were being recalled back into service to fly these planes.

Now, most alarmists would like people to look at the situation emotionally, rather than rationally. Rationally, however, the shape of the Border States would result in war sooner or later: remember that President Karic conducted a horrible terrorist campaign against PeZookia in the 70s, and slaves, drugs and weapons continuously crossed our borders."

Ursula Zabrzycka looked at her guest and smiled gracefully.

"So...the Royal Court approves of the annexation? What does that say of its foreign policy?"

"The USSR did not, in fact, annex the Border States: They formed a loose federation, with a common army and law enforcement, freedom of movement between states and freedom of trade. Individual Border States are still quite autonomous."

At the Neutrality Conference

San Dorado came in like a bull, which had certainly warmed the hearts of Indhopal's hard liners. It also showed that the CSR at least had a damn line drawn in the sand. It looked like it wouldn't b possible to pressure the CSR about the types of units it was basing in Frequesue any more. At least Tian Xia was still present.

Indhopal had a question for them:

"Your position is you will maintain forces as long as your countrymen need protecting in the region. The threat of invasion has now passed with the total dissolution of the neighboring aggressor's government and its replacement with the CSR. Of course your military planners may see things differently. So do you have a timetable or benchmarks for security to be met before the withdrawal of your military forces will begin? Or do you intend to keep your present levels of forces in the region indefinitely?"

- It's easy to roll over the latter and even do it for a greater good, - the President ate the final pelmen. - But real, strong sovereign governments need assurance that they will be dealt with as respected entities.

He called up the waiter.

Then Stanislav turned back.

- Another issue are those smugglers. We should patrol the seas around Sjenska more intensively. I'm sending several Small Patrol Boat Flotillas to the region, with the permission to base in your harbors, of course. I feel the smugglers won't stop shipping weapons to terrorists just because ports are closed. After all, there's the coastline, and you can always use boats.

“God-damn commies”, President Hank muttered under his breath, whilst munching on a piece of cake. It was, to be honest, a great cake, if slightly too moist, and the adrenalin still coursing through his veins made it difficult to appreciate its rich taste. The President tacitly ignored the baleful glares thrown in his direction by some of the conference’s attendants. Weak-willed pansies, he thought, although he knew better than to voice that thought out loud. Contrary to what some would now expect, San Doradans did possess a modicum of diplomatic tact.

At least some people approved of the clash between ambassador Zorin and the San Doradan delegation. He’d gotten several approving remarks from hardliner Indhopali hawks, and good old Melchett Meistervater had been friendly as ever. President Garrett of Cascadia however had merely given him his best frigidly disapproving stare, and had then excused himself and disappeared, undoubtedly trying to salvage of the conference what he could.

Sub-director Duquesne discreetly appeared from across the hall, where she had been conversing with a Baernish envoy. “Sir, I feel I have to say..." she whispered neutrally, "if my resignation would do anything to correct this mess you can have it within the hour”.

“Good fortune no”, President Hank wiped a few imaginary crumbs off his chin and made sure they weren't overheard. “Frankly we hadn’t expected anything better than this. Those commie bastards can’t be reasoned with, everyone knows that. Too fond of throwing their weight around.”

“God-damn commies”, muttered Duquesne.

The President nodded. “You can say that again. Anyway, since we’re here we might as well continue talking to the people who can be reasoned with.”

Charlie Duquesne smiled softly. “And when you say ‘we’, you mean ‘I’, don’t you?”

Sidney Hank smiled. He was flying out the next day. “You did an excellent job today, and you have the utmost confidence of the Board of Directors. Besides, the initial pleasantries are over. The rest should be business as usual.”

“Thanks. I kind of doubt we’ll get much of anything done here though.”

“Not officially perhaps. Unofficially however...” The President caught the glance of the Shroomanian ambassador, who looked as if there was something he wanted to say. “If you’ll excuse me, director? There’s business that needs my attention.”

PCIA Communique to: the Vinish Republic and Indhopal

The C.S.R. informs the Vinish Republic and Indhopal that their friendly attitude during the recent events allows us to consider several options regarding Frequesque security.

First, Vinish observers will be allowed to C.S.R. military installations, especially to certain emplacements on the Vinish border that may spark sensitive issues between our nations.

Second, Vinish and Inhopal military is offered a participation in a joint military exercise "West Coast Stability - 2009".

Third, the limitation of strategic weapons in A.F.S.R. can be discussed at separate tri-partite talks between our sovereign nations.

"Oh, it was great. Thanks, by the way. My compliments to the chef... or baker," San Dorado's President returned the handshake firmly. "Now what can I help you with, Mister Minister?"

"Mister President. Though my Prime Minister regrettably can't be here today, he would like to convey his opinion that the FTO must engage with the CSR in talks, so that neither side comes to a misunderstanding on Frequesquan affairs."

"That might be a bit difficult for me, seeing as how the Crimson delegation can't even stay long enough for cake," the President said smoothly and with a smile, making light of the diplomatic clusterfuck that had just happened earlier. "But I can understand your government's concern, with your Prime Minister trying to better Shroomanian relations with the Crimsons and all. I believe they, and their Shadow friends, aren't exactly giving him an easy time with things back in the Old Continent."

Melchett chuckled. "Indeed. It is rather disconcerting that the Crimsons and the Shadows have been making many territorial... what is the correct euphemism... ah, acquisitions lately. I believe both Shroomania and San Dorado have to be careful in handling them. The Old Continent has been relatively stable so far, whereas the state of Frequesue is more tenuous - and that concerns us. We're trying to get friendly with the Crimsons, and it would not be good for business if they end up in some kind of long-standing disagreement with the FTO and our other friends in the region."

"Understandable. But as you've said, we'll have to be careful in handling them. The Crimsons like to throw their weight around, and unlike the Old Continent, those of us in Frequesue lack the... powers of persuasion of nations like Shroomania and PeZookia."

"Shroomania will certainly lend San Dorado a hand," Melchett offered. "A diplomatic hand, of course."

"Of course," the President nodded.

"Now," SHAFT's Minister quickly changed subject. "Why don't we move into other affairs involving Frequesue?"

"Such as?"

"Well... certain parties in Shroomania are looking forward to working together with San Dorado in joint resource utilization schemes - namely the further expansion of the TROPIC TRASHER project. Also, with our telecommunications and mass media industries working together, we could achieve great things in expanding communications infrastructure in the continent. Such ventures would be beneficial to the economy, and to national influence..."

Melchett showed the President a proposition, a joint Shroomanian-San Dorado venture involving a stratellite constellation that would fill the Frequesquan airwaves with garbage mass-produced from Shroomanian and San Doradoan studios.



Results:
Shroomania urges San Dorado to be more diplomatic with the CSR, though Shroomania understands how hard that can be - with the CSR and USSR going about grabbing land and all that.

Shroomania wants to work with San Dorado in providing a stratellite network to Frequesue - so we can broadcast TV shows and stuff all over the place.

Paul sat down behind his desk and sighed, "You mentioned there was another matter that needed discussing?"

"Yes", the Minister cleared his throat, "The Shadow Emp...Republic, wishes to sign a border agreement delineating the new demarcation line."

"Hmm...that is a most excellent opportunity to make this whole thing look better. I believe we have talked before about the matter of those PeZookian-speaking villages right beyond Sjenska border?"

"Yes, sire, I recall that. We have concluded that there was no way to peacefully integrate those places into PeZookia."

"The situation is different now, of course. Very well - I want negotiations to begin immediately. We can remain silent before the public for another two or three days - I want your people to make sure we can get those towns, and a solid long-term agreement."

"Negotiations themselves will not make the people change their minds, sire."

"I know that. Let me handle the domestic part of this."

PeZookia begins negotiations with the USSR on a new border agreement. The very next day, all newspapers have the story on their first page, informing the public of territorial gains for their country.

The Blue Wing of the Palace was so named because of the way it melded into the blue waters of an inlet pool, cleverly heated with geothermal piping from a nearby spring. The Blue Wing of the Palace was ground floor, but managed ot have a spectacular view nonetheless. King Arik Coyotus-I, of the Royal People's Republic of Canissia, generally made this part of the guest quarters of the Palace-- but when there were no guests, he liked to lounge here himself.

He'd developed a headache reading the reports today. For the first time, many of the folders he read were yellow folders relating to various Slavic nations nearby. The Slavic Confederacy, usually a fairly well-coordinated group, were having a great deal of trouble with the USSR invading a nearby semi-failed state-- and that had caused great consternation with the CSR, who'd sent in troops as well, and with PeZookia, who'd seen an influx of refugees pouring across their borders.

That made it potentially Canissia's problem, as well, with the recent open border agreement.

Business interests, in the form of the Libertarian Party, were on his back not to reverse the border deal. Nationalist Party interests, who never liked th edeal but dealt with it, were now howling for the closure of the border. The Labor Party also wanted the border closed, fearing an influx of cheap refugee workers willing to undermine their wages. Only the Greens Party seemed unconcerned, and was trying to find a way to work the situation to their advantage. King Arik, as de facto head of the Royalist Party by dint of being the sitting monarch, was trying to balance the various political tides around him.

He'd hoped that the shade of the Blue Wing of the Palace would calm him, but the crashing of the waves only reminded him of the arguments in the National Assembly over the situation. The Royal Maritime Border Guards had already intercepted a small boat full of refugees and turned them back, not knowing what to do with them. Human rights advocates had howled; Nationalists, Labor and Libertarians had cheered.

"Thank God we're not involved in Frequesnean politics, at least," he muttered, looking at the folders. His wife Isabelle joined him, smiling, but concerned.

"Yes, my dear?" he asked, "You have that look."
"I know," she said, "I need to let you know, things here at home are turbulent," Isabelle said. "The people on the street see the CSR as little better than the USSR, sending in troops under the guise of stability... nevermind the facts, " she said, "You know how fickle the media can be. That's the picture being painted."

"I intend to stay out of Slavic politics as much a spossible. It's their ball game."
"It is," Isabelle said, "But we're close to the foul line, and every time the ball goes over the line, we tend to get hit. The refugee crisis is causing a lot of resentment. If we turn them back, we're being cruel; if we let them in..."
"We'll have a flood of refugees, all seeking handouts," the King said, "And we can ill afford that."

"Is there a way we can take in some refugees on, say... special work visas?" she asked. "Provided they have skilled labor backgrounds, that is."
"We could," Arik said, "But they'll be few and far between. Those microstates are disorganized kleptocracies at best, there hasn't been much higher education there for some time." The King sat back and sipped at his morning coffee. In an hour, it would be lunchtime, and after a light meal of traditional houmous, pita, and vegetables, he'd switch to beer. Under the circumstances, he looked forward to it.

"Really, about the only thing I could do with them is establish a Foreign Legion for the young and healthy ones," he said. "Useful as they'd be, though, the public relations blow --'foreign mercenary corps', the press would call it-- isn't worth it."
"Especially with the stalemate in Shepistan being what it is," Isabelle said. Arik didn't say anything. The stalemate in Shepistan had been his biggest headache so far, and protests of epic proportions had been a constant in the city since the war started. "The MESS is a protective alliance," Arik said.
"Don't tell me, I agree," Isabelle said, "But let's face it, Shepistan will never play nice. Right now there's a strong isolationist movement running through the country. The Nationalists are saying we should cut ties to the MESS and work with PeZookia and Shroomania exclusively. Form a three-way alliance with them for mutual, regional protection, and get rid of everyone else."

"Simplistic solution to difficult problems," Arik said. Isabelle gave him a look of mild rebuke.
"Hon, you know I'm a member of the NP myself," she said, "There's some substance to what they say. The MESS almost dragged us into a conflict in the FTO with that Tian Jia situation. King Paul is having a hard time with this USSR situation. Shroomania is one of our closest trade partners... and you can't deny the truth about Shepistan, either."

"I understand," Arik said, "I'm not blowing off your concerns, or the Nationalists. It's just... we need to see what kind of agreement we can come to with Shepistan now before we make any decisions."

In light of the rapid pace of advance with the manned space program I am administrating, it is a prudent and respectful course of action to inquire as to the Japanistani views on overflights of manned space capsules over your territorry.

Respecting the sovereignty of your lands and the honor of the Emperor, I would like to ensure that no offense, intentional or not, occurs.

Thus, I direct this question for your consideration: Is the most blessed and honorable Emperor willing to extend our standing agreement to manned overflights as well, or will additional guarantees be required from FASTA countries?

As silent submarines go by, the Black Sea class submarine IBNS Excelsior is among the most silent in the world. A diesel submarine was selected in particular for the job, given its excellent performance in littoral waters. The group of Varangian Guards of the naval diving unit, boarded the submarine with their orders. Their leader, Centurion Vassiliev, of mixed Slavic and Greek origins, saluted the Captain of the vessel, Captain Angelo.

"Good evening Captain. Permission to board your fine vessel."

"Permission granted, Centurion. You and your party may board." Both of them shook hands and smiled. "Let's meet in my quarters to discuss the mission in question."

"Yes Captain. I will be delighted."

The 10 Guardsmen boarded the vessel quietly. Twenty minutes later, the submarine headed out of the Cretan Naval Yard and sank beneath the sea quietly.
